Along with the development of market economy,product diversification trend,the consumers' rights consciousness enhancement,consumer complaints to report events caused by product quality also more and more consumer complaints reported supervision has become an important work of the people's livelihood,relates to the vital interests of the people and physical health.In recent years,the work of China's human rights protection institutions has been continuously improved.It attaches great importance to the complaint reporting work.Through the reform of the market regulator of the "three and one" market,it has integrated a large number of human and material resources,invested in excessive administrative resources,and handled fake and inferior products to deal with complaints from consumers.However,it still has a big gap with the current market economy development speed,the growing number of professional counterfeit teams and the desire of consumers.Therefore,how the newly formed market supervision bureau can make a good use of the complaints of consumer complaints to report regulatory work and play good government functions,breaking the current regulatory dilemma is a critical issue that needs to be studied.Taking the market supervision Bureau of panzhou city as an example,based on the relevant public management theory,using the literature method,case analysis method and comparative research method,this paper discusses the research purpose,significance and literature data,and studies the supervision mode of the consumption complaint reporting under the new situation,the supervision model of "Drug Control Supervision,Industry and Commerce,Quality Supervision.This paper introduces the situation and work duties of the market supervision Bureau of Peng Zhou city,the process and function of consumer complaint reporting supervision,the status quo of supervision and supervision.Difficult to obtain evidence and find out;The proportion of occupational fake complaint report is increasing rapidly,and it consumes a lot of administrative resources.Duplicate piece is false more take up a lot of law enforcement energy and face the consumer market supervision force obviously insufficient;(a)Overstay;To deal with the " consumer trap " supervision " sluggish " and the " occupational sham " supervision passivity ";Some regulatory difficulties such as the need to improve the effectiveness of consumer complaint reporting.Based on the two typical cases of "consumer trap" and "occupational fraud",this paper analyzes the countermeasures to break the current situation of complaints and complaints,perfect the laws and regulations,perfect the supervision mechanism,strengthen the team construction and standardize the administrative law enforcement process from the aspects of supervision law,supervision subject,supervision means,supervision mechanism,supervision mechanism,supervision object and distorted consumer rights protection.The use of new technology to help regulate,raise the awareness of legitimate consumer rights,rationally deal with the "consumer trap" and "occupational fraud",bring into play the role of political and corporate cooperation,independent third parties and trade associations to promote co-governance.Taking the market supervision Bureau of pengzhou city as an example,this paper studies the regulatory difficulties in the process of complaint reporting and supervision in pengzhou city,and analyzes the reasons for them.Combined with the actual situation,it is of practical significance for the current and future Pengzhou city to crack the current regulatory difficulties.
