Efficient and intensive urban land use is the basic requirement of modern urbanization development. From the perspective of land use, urbanization includes two different processes: one is the extension of the space of city region; the other one is the adjustment of urban land use structure and optimization of spatial layout and the process of improving land use intensity and efficiency. The population agglomeration, industrial economic structure evolution, the changes of the social material, cultural and life structure in the process of urbanization are all manifested by ways of land use. Therefore, the urbanization process can also be considered as the response process of the urban land intensive utilization. The urbanization of developed countries and districts all have experienced the changes from extensive use to intensive use of land. In the period of rapid development of urbanization in our country, the urbanization development is faced with more severe problems of land use. Economized and intensive use of urban land resources has caused a widespread concern in the country and the academic.At present, the study on the problem of urban land intensive utilization in China mainly focus on the basic theory of land intensive utilization and the evaluation of the status quo of the level of urban land intensive utilization, there are many studies on the establishment of evaluation index systems and evaluation methods of the urban land intensive utilization, the perspective of research is mainly concentrated on the evolution of urban land utilization, will not be able to reveal the role of mechanism and general rules of the land utilization system in the urbanization under the background of urbanization system of land utilization system. Based on this, the paper analyzes and summarizes the basic theory and practical experience of land intensive utilization at home an abroad, on the basis of this, from the perspective of system theory, using the method of system analysis to analyze the role of urbanization elements such as the growth of population and economic, industrial structure evolution, the land structure evolution,the land market development in intensive utilization of land; Summarize the characteristics of the time evolution of land intensive utilization response of different stages of urbanization and function spatial evolution, geography spatial evolution and efficiency spatial of land intensive utilization; Analyze urbanization response mechanism of land intensive utilization, the market regulations and policy control of urban land intensive utilization from three aspects of urban economic growth and land inputs, the industrial structure evolution and land market development and to explore a general rule of the evolution of land intensive utilization in the process of urbanization. Empirically study on response characteristics, problems and land intensive utilization level evaluation of urbanization land intensive utilization regulations of Changchun; Make clear the main regulation contents and methods of urban land intensive utilization regulations of Changchun; Design systems of urban land intensive utilization regulations of Changchun.(1)Evaluation of urban land intensive utilization can not only consider input-output efficiency and land utilization intensity of a single block, it should be studied from different spatial perspectives, the comprehensive perspective of the general urban land utilization structure and spatial layout.(2)The development of the urbanization is also the process of urban land utilization intensification, although there are some non intensive factors to influence urban land utilization intensification, which will be eventually overcame by the role of market mechanism and policy regulation mechanism, in the process of urbanization and gradually realize the goal of land intensive utilization, including the land utilization structure rationalization, spatial layout densification, land utilization intensity modification and land utilization efficiency integration.(3)Urban land intensive utilization is effected by diminishing return law and agglomeration effect. Effects on urban land intensive utilization of both type performance positive and negative aspects. Urban industrial structure evolution is the main reason for the land utilization structure and spatial structure evolution, industrial structure optimization adjustment can promote more intensive utilization of urban land. What the land market development effects urban land intensive utilization mainly performance land market supply and demand balance, evolution of land market structure and land price effect, the land price effect is the main market regulation mechanism of urban land intensive utilization.(4)Under the condition of perfect market, the market mechanism effects urban land intensive utilization, but due to market own defects, that can’t completely to achieve the optimal allocation of urban land resources, it need governments’ intervention to land market. Therefore, the market regulation and policy control are the mainly paths of the response of urbanization land intensive utilization.(5) Rapid land extended urbanization and land investment-led urbanization are the most basic characteristics of the response of urbanization land intensive utilization in Changchun. The urban land growth need response of population growth, the urban investment growth also need land efficiency, if there is no population growth to cooperate with urban land and investment growth, there will be no growth of land benefit, which is non intensive urbanization and unsustainable urbanization.(6) The contents of urban land intensive utilization regulations of Changchun: the urban land scale control, land utilization structure and spatial layout optimization, the land utilization intensity and efficiency; the key areas regulated: the shantytown, old industrial district and urban villages; Measures of control system: setting up the land system, planning system, market access system and management system for the intensive utilization of land system.
