| ZL Construction&Investment Group has decided to invest in the Z Hospital PPP project in the role of social capital.The research aim of this dissertation is to design a reasonable and feasible risk sharing and control scheme through project financing theory and policy analysis.The research contents are to identify the risk factors of PPP project in Z high-tech zone hospital by case study and experience method;establish risk sharing programmes through workshops;use sensitivity method to analyze financial risk;and formulate the control measures for the main risks in project implementation.The research results show that when social capital faces mainly 12 risk categories in investing in PPP projects,including politics risks.The social capital should strive to involve in the early stage of the PPP project,and put forward the opinions on risk allocation timely.Discount rate,reasonable profit rate,interest rate and tax rate are the sensitive factors affecting project investment income,and are the key points of risk control,and among which discount rate is the most sensitive.It can be adopted re-allocation strategies after the responsibility is defined with the risks of design change,engineering change,and delay in construction period in construction risk category.Design change and construction risk is the most important part of risk control. |
