Funtional Research Of PMO For W Bio-pharma Company

Bio-pharmaceutical industry is a key industry of China's 13 th Five-Year Plan.Research and development(R&D)is an important factor driving the development of bio-pharmaceutical enterprises.How to manage multiple R&D projects well and improve the efficiency of resource utilization is one of the most concerned issues.Project Management Office(PMO),serving as a valuable tool,has been exploited in military,aerospace engineering,hydraulic engineering,etc.PMOs have been established more than a decade in overseas bio-pharmaceutical enterprises while the Chinese counterparts have made the same endeavors as well,yet the significance and establishment of PMO has not been well realized in the majority of them,let alone the fewer even really set up PMOs.From what has been discussed and based on the W bio-pharma company as the study subject,this paper analyzes the current situation of project management of bio-pharmaceutical enterprises and the specific requirements for setting up PMO.On this basis,it is suggested that the responsibilities and functions of the office be properly arranged.The function and responsibility of the general PMO are grasped on the basis of the related domestic and overseas literature,and the special function model of the PMO of the bio-pharmaceutical enterprise is further designed,including: project selection and sequencing,create a project management operating system,implement project supervision and control,provide project support and services,provide project management consulting and training.In addition,as a case study,the management problems were sorted of the W bio-pharma company,accompanied by resolutions proposed by the idea of PMO.Furthermore,through interview investigation,on the one hand,the purpose is to confirm and supplement regarding project management problems of the W bio-pharma company;on the other hand,consult relevant personnel of the W bio-pharma company concerning PMO functional model to discover its suitability.Finally,specific suggestions are proposed from four perspectives,namely,significance of establishing PMO,principle frame,function setting and position setting for the W bio-pharma company to build its PMO.This paper attempts to serve as an excellent case of project management office research,so that the design model and the methodology can help other researchers.Meanwhile,it also provides a reference for biomedical enterprises to establish and improve their PMOs.
