The research on theory and method of performance management has drawn much attention.Among them,the balanced scorecard on performance evaluation is an important research achievement of modern management theory.The report of the 18th National Congress of the Communist Party of China pointed out that the requirement of"innovating the mode of administration,improving the government's credibility and execution,and promoting the performance management of the government" pointed out the direction for performance management,whether it is the state administration or the enterprises and institutions,and the performance Management occupy a very important position.The housing provident fund management center,as a public welfare institution of national housing security,aims to implement the national housing security policy and provide high-quality,convenient,and efficient services for the majority of its employees.The implementation of performance management and the integration of the budget,management,supervision,and services of the provident fund management center will play a positive role in strengthening the standardized management of the Provident Fund Center and raising the housing accumulation fund utilization rate.Due to the complicated historical reasons,the institutions of the National Housing Fund Management Center have not been defined yet.The management system,the nature of the institutions and the level of the institutions vary widely.There is no unified and complete performance appraisal implementation plan for how to carry out performance appraisal.In performance management,different types of provident fund management center,management objectives,methods,methods are not the same.Some provident fund management center,although the implementation of the performance appraisal,but the performance appraisal of the timeliness,scientific,normative,effectiveness,there is a big difference.In this paper,the performance management of the fund management center itself as a starting point,combined with the M City provident fund management center to balance the theory of the scorecard as the basis for research and analysis to explore an objective and effective performance management mechanism and index system aimed at improving And strengthen organizational leadership understanding and emphasis on performance management,to give positive support to the implementation of performance management to enhance staff participation,improve the efficiency of organizational management,to achieve a strategic management objectives to create a good environment and enhance the majority of paid workers to provident fund center Service satisfaction.
