Sustained economic growth can't be separated from the evolution of industrial structure,while the evolution of industrial structure is mainly due to knowledge innovation and technological progress.Since 1991,the scientific and technological innovation with knowledge innovation and technological progress as the core has been playing a more and more significant role in promoting industrial upgrading.At present,Shandong Province has entered a critical period of structural adjustment,mode transformation and steady growth.The strategy of strengthening innovation-driven development is still the focus of the province.Therefore,a comprehensive and systematic analysis of the impact of technological innovation-driven industrial upgrading has important practical significance and application value on promoting the steady and rapid economic growth in Shandong Province.First of all,this paper adopts qualitative research on technological innovation and industrial upgrading and believes that technological innovation is an important driving power for industrial upgrading,and the three stages of scientific and technological innovation: R&D investment,R&D process,and R&D output all have unique effects on the dimensions of industrial upgrading;at the same time,this paper analyzes the current situation of the development of science and technology innovation and industrial upgrading in Shandong Province,then summarizes the existing problems.Secondly,this paper makes a quantitative research on the impact of technological innovation-driven industrial upgrading by using the relevant statistical data from 1991 to 2015 in Shandong Province based on the qualitative research and current situation analysis.First of all,a conceptual model and index system of technological innovation-driven industrial upgrading are constructed based on the existing literature and the mechanism of action,and accordingly to that the data are collected and obtain the corresponding time-series data.Based on the time-series data,the scientific and technological innovation and industrial upgrading development index is calculated,and seven development indexes are obtained including R&D investment,R&D process,R&D output,industrial advancement,industry rationalization,industrial dualization,and industrial output rate.Secondly,the ADF test,Johansen cointegration test and Granger causality test between the variables of the seven exponential time series were carried out.The SVAR model was built by using the tested time series,and the impulse response function analysis and analysis of variance decomposition,on the scientific and technological innovation 3 variables on the role of industrial upgrading 4 and contribution to the degree of in-depth study.Finally,based on the C-D production function model,this paper constructs a model for measuring the contribution rate of technological innovation to industrial upgrading,and makes a calculation of the contribution rate of technological innovation between 1991 and 2015 in Shandong Province.The results show that technological innovation has an important driving effect on industrial upgrading with a contribution rate of about 28.8%.Among them,the R&D investment phase of technological innovation has the most significant effect on industrial upgrading,but the R&D process and R&D output are not significant.At the same time,the advanced level of industrial upgrading is affected most by the various stages of technological innovation.Finally,this paper put forward relevant policy recommendations based on the research and combined with the status quo and existing problems in Shandong Province,to promote the province's scientific and technological innovation and industrial upgrading in the field of continuous integration and development for better implementation of innovation-driven development strategy Decision-making basis.
