To build a modern economic system,we must focus our economic development on the real economy.As the coordinated development of Beijing-Tianjin-Hebei planning outline of reposition and Tianjin function,accelerate the process of technology innovation of Tianjin,technology innovation to lead the industry innovation,give full play to the technological innovation of manufacturing industry transformation and upgrading of the penetration and leading role is particularly important,this not only helps to the transformation of the national research and development of advanced manufacturing base in Tianjin but also manufacturing optimization and upgrade of the whole structure of Beijing-Tianjin-Hebei region.This review focused on the related research,on the basis of economic development as the breakthrough point,to Tianjin's first analyzed theoretically the mechanism of action of technology innovation of Tianjin manufacturing industry transformation and upgrading,and technology innovation from the level of technological innovation input and output level two aspects of analysis of the current situation of technological innovation of Tianjin,from Tianjin manufacturing output structure,employment structure and total factor productivity in three aspects analyze of the current situation of the development of the manufacturing industry in Tianjin.Based on this research,this paper constructs the corresponding index system of the two and USES the coupling coordination degree model to test the relationship between technological innovation and Tianjin manufacturing industry.On the basis of the coupling coordination degree,this paper also measures the contribution rate of technological innovation of Tianjin manufacturing industry.Through the above research findings :(1)from 2003 to 2016,after a short period of low coupling and run-in between technological innovation and Tianjin manufacturing transformation and upgrading,it has been in a high level coupling stage.It indicates that the development of technological innovation can promote the upgrading of manufacturing industry,and the upgrading of manufacturing industry has a great demand for technological innovation and new product research and development.(2)from 2003 to 2016,technological innovation and manufacturing transformation and upgrading experienced four stages of serious imbalance,mild imbalance,near-imbalance,and moderate coordination.The degree of imbalance gradually improved,and the overall trend was on the rise,but the two have not yet reached the degree of good coordination,and there is still a lot of room for improvement.(3)the degree of coordination of "technological innovation-manufacturing upgrading" system is not only affected by the degree of coupling,but also affected by the level of technological innovation and the development of manufacturing industry.The coupling degree and coordination degree of technological innovation and manufacturing upgrading in Tianjin have been rising all the time because of the continuous improvement of innovation level and the continuous optimization of manufacturing upgrading.(4)through to the manufacturing industry of Tianjin the contribution rate of technology innovation measure,found that low contribution rate of technological innovation,and Tianjin economy stage of innovation drive does not match,at the same time found in technology-intensive manufacturing industry,pharmaceutical manufacturing and electrical machinery and equipment manufacturing technology innovation level far ahead of other industries.(5)the growth of total factor productivity of Tianjin manufacturing industry is mainly affected by technological progress,and the technical efficiency does not play its due role,which indicates that the role of Tianjin manufacturing industry in improving productivity through resource allocation is not obvious.(6)technological progress is the main source of TFP growth in Tianjin's manufacturing industry,and the decline in technical efficiency will inhibit the development of the manufacturing industry and hinder the further upgrading of Tianjin's manufacturing Industry.Only when technological progress and efficiency are improved can Tianjin manufacturing industry achieve high-quality development.Finally,according to the above research conclusions,this paper puts forward corresponding policy Suggestions for the optimization and upgrading of Tianjin's manufacturing industry.Second,when Tianjin economy enters the innovation-driven stage,we should pay attention to the coordinated development of technological innovation and manufacturing industry.Third,accelerate the construction of Tianjin as a national advanced manufacturing research and development base,and promote the deep integration of technological innovation and manufacturing industry.
