Research On Risk Prevention In Poverty Alleviation In Rural Areas

Poverty alleviation in rural area is the inevitable result of the transformation from "blood transfusion type" to "hematopoietic type" and an effective way to solve the poverty problem.In the existing mode of poverty alleviation and development,our country regards industrial poverty alleviation as the basic measure to eliminate poverty in rural areas.However,there are many potential risks and uncertainties in promoting industrial poverty alleviation projects,leading to the expected target of poverty alleviation can not be successfully achieved,but also to bring a certain blow to the target of assistance.With the continuous deepening and development of poverty alleviation in rural industry,the necessity and significance of its risk research are becoming increasingly apparent.By providing scientific risk prediction and reasonable assessment for rural industrial poverty alleviation projects and adopting targeted preventive measures,the damage can be minimized.Poverty alleviation in rural areas is a process in which multiple subjects such as governments,enterprises,cooperatives and poor households participate together.However,enterprises and cooperatives and other business operators to weaken the risk reduction measures in rural areas and the role of the industry are limited,a single poor households to withstand the risk of inadequate capacity,to effectively prevent the risk of poverty alleviation in rural industries,the government needs to actively change its functions,improve service quality,optimize the development environment,create a favorable external environment and basic conditions for poverty alleviation in rural industries,and establish a multiple risk guarantee mechanism centered on the interests of poor households.In this paper,the author selected the industrial poverty alleviation project of "a thousand acres of medicine valley" in Zhengjia village as a case,mainly introduce the background,main content,organization mode and the mechanism of interest connection of the rural industrial poverty alleviation project by means of interviews and questionnaires.On this basis,the author analyzes all kinds of risks existing in the poverty alleviation project of Zhengjia village and summarizes the risk prevention measures taken by Zhengjia village,which provides reference and experience for establishing risk prevention mechanism.Establishing a long-term mechanism is a fundamental way to prevent and resolve the risks of poverty alleviation in rural industries.From the perspective of the government,the author puts forward the main contents of establishing an internal risk prevention mechanism and an external risk prevention mechanism.By establishing 13 mechanisms such as a standard contract management mechanism,the "risk sharing,benefit sharing" interest connection mechanism,the early warning mechanism for natural hazards and the fund system for industrial poverty protection to further strengthen risk prevention capabilities,consolidate the results of poverty alleviation.Finally,the author summarizes the risk prevention measures for industrial poverty alleviation in Zhengjia Village and puts forward specific countermeasures for prevention of poverty alleviation in rural areas in three aspects: prevention risk beforehand,risk control in the matter and risk recovery afterwards.Those suggestions and references can help the government with an effective poverty alleviation work in rural areas,so as to promote the sustained and healthy development of rural industrial poverty alleviation.
