The releasing of rural vitalization provides a good opportunity for the development of agricultural products processing in YN province.Except for the policies,capital and technique,a lack of human resources still a main bottleneck that prevents its development.It shows more obviously that the agricultural production has a great characteristic of seasonal.The case referred in the paper is an example to the point.H Company is specialized in rubber planting and its primary processing.Seasonal means more labor force in peak time but few in off-season in the human resource management to H Company.As a result,employee flow away easily and frequently but hard to fill the vacancy in addition to the high intensity of labor,relative lower pay,poor working conditions and the transformation of the traditional employment idea.Moreover,these all finally result in a negative effect on H Company’s long-term future.Therefore,how to control the turnover rate of employees and stabilize the production has turned into an important issue deserving of study to H Company.It was found after reading that the focus of previous research was mainly on the core technical staff or the management.Little attention was paid to the junior staffs that devote themselves to a simple work but set a solid foundation to operate the enterprises well.Combined with the current situation and the employees’ interviews of the H Company,the paper discusses the existing problems in the human resource management.And the reasons to the issue are analyzed and possible countermeasures from the perspective of the government,the company and the junior staffs are put in the following text.At the end of the paper,it summarizes the deficiencies of this study and proposes directional recommendations for the next steps of research.At the same time,it is hoped that this paper will provide a reference for private enterprises with similar production background in the local when formulate the policy of employing and retaining staff.
