From Fragmentation To The Integration Research On The Change Of Customs Clearance Service Model

In recent years,with the rapid development of China's foreign trade economy,how to improve the customs service mode,improve the customs speed of import and export trade,and better serve the economic and social development have become a difficult problem in front of the Chinese customs.At present,there are 42 directly affiliated customs of the whole China,which are distributed in 26 provinces and municipalities directly under the central government.There are many cases of direct customs in one province or even in one city.They belong to the same customs at the same level,and their business functions are similar.The customs are directly subordinate to each other and are not governed by each other,dealing with the import and export trade between the direct customs and the customs.Speed is often very slow,which affects efficiency,and is criticized by import and export enterprises-Since 2014,Chinese customs started the reform of Beijing Tianjin Hebei,the Yangtze River economic belt,Guangdong customs,the Silk Road Economic Belt and the "regional customs integration" mode reform of the customs in the northeast,covering 42 direct customs in the country,forming 5 regional customs clearance modules.The risk management platform is integrated,and the regional customs examination standards and risk parameters are unified to ensure the consistency of Customs enforcement.This study is inspired by the concept of "holistic governance"and "service-oriented government",with the theory of "government reengineering"and "seamless government" as the technology to study the change of customs clearance service mode from "fragmented" to "whole".It is found that after the customs clearance service mode is integrated,the enterprises can choose the place of customs declaration,tax payment and inspection.The past customs procedures can be handled in a unified customs,and the data can be shared quickly,which effectively reduces the trade cost of the pilot enterprises and improves the customs clearance of the port.The rate of.The research further finds that after the reform of customs customs clearance service mode,there are still some problems,such as lack of communication and cooperation between regional customs,lack of understanding of Customs reform and the shortage of new customs operation process.On this basis,this article carried out the Countermeasures of customs clearance service mode reform,such as further integration of customs institutions,optimizing the external governance structure,strengthening the "three mutual" large customs construction,and speeding up the construction of information,human resources and customs infrastructure.
