Research On Government Supervision In PPP Project Construction

At present,there are two main bodies and one relationship in PPP project construction:the public sector and the private sector,and the relationship refers to the partners.This kind of construction mode makes the private capital obtain the "permit pass"to participate in the project,the effect is outstanding in reducing financial pressure,solving the financing problem,and simultaneously makes the government and the private sector cooperate and communicate with each other,effectively brings out the different advantages of the two departments,makes up the disadvantages and disadvantages of the partner,thereby reducing the project risk and improving the construction quality and service level.However,in the PPP project construction government supervision process,the public and private cooperation mode appears the supervision system efficiency is not high,the management mode and means deviate from the current demand,the social capital participation in public project construction enthusiasm is not high,etc.based on this background,it is necessary to study the government supervision in PPP project construction.This paper starts from this,discusses how to improve the efficiency of government supervision in the construction of PPP project under the background of the current public-private partnership project.This paper uses the public management theory,market failure theory,government supervision theory and other related theoretical knowledge,comprehensive application of literature analysis,empirical analysis,quantitative research and qualitative research combined with analysis,comparison and other methods,first of the PPP project government supervision theory overview,including the PPP project concept,the definition of government regulation,the government supervision in the PPP project basic theory and other related theories.On this basis,from the analysis of government supervision elements in the construction of PPP project and the main problems faced by China's current supervision,this paper combed the current situation of government supervision of PPP project construction in China.The third part and the fourth part,belong to the experience for reference,the former is from the supervision of the PPP project in China,selected two classic cases,using positive and negative two cases to spy on the government supervision of PPP project in China.The latter is through the analysis of the western developed countries PPP project supervision situation,type and national management mode to understand the foreign research process of public project government supervision,and draw some inspiration for us.Finally,targeted to how to improve the PPP project construction of the government supervision and construction of the new system to do the route design.Through the research,we found that in the process of PPP project construction supervision in China,there are three major problems,such as too general planning,decentralized construction power,difficult capital,single concept,imperfect policy support and so on.In the face of these problems,from the perspective of the typical case analysis of government supervision of PPP project,this paper proposes the three methods of accelerating the formation of PPP project supervision legal system,clarifying the boundary of rights and obligations between the government and enterprises,establishing a perfect contract system to prevent moral hazard,and proposing a " perfect legislative system,establishing an independent supervision and management mechanism and a complete and transparent regulatory environment" from the perspective of foreign PPP project government supervision.Combining with domestic and foreign experience,the government supervision system of PPP project construction in our country from "management first,expanding the PPP project construction financing channels,introducing the PPP project construction supervision into the big market,the PPP project construction,the whole process supervision,pooling social forces to conduct multi-level dynamic supervision" five aspects,optimized the government supervision,formed a new pattern of government supervision of PPP projects in our country.
