Research On The Regulation Of Rentseeking Behavior In The Whole Life Cycle Of PPP Project

Since 2014,the PPP(Public Private Partnership)market has developed rapidly since China began to promote the application of the PPP model,The number of projects in the Ministry of Finance has continued to rise,but the number of withdrawing projects has also been increasing.The main reason is that the pre-project procedures are not complete or do not conform to the PPP project operation process,land acquisition blocked and other reasons,leading to stagnation of the project,resulting in a waste of resources invested in the early stage.In addition,there are also a large number of "packaging PPP",bidding information hiding,non-professional behavior of experts and other irregularities brought about by unfair competition and waste of social resources and so on.Therefore,since the second half of 2017,the Ministry of Finance has issued many documents to standardize the development of PPP projects from the aspects of investment and financing,supervision and so on.But there is still a space to expand the development of PPP,that is,to regulate the problem of rent-seeking in PPP project.The imperfect supervision and legal construction lead to the lack of concrete guidance and restriction on the PPP project.Because of the opaque information of PPP projects in China,which provides the soil for the development of rent-seeking behavior.With the appearance of rent-seeking behavior,the attention of private has shifted from production innovation and management innovation to obtaining rent,disrupting the market order,distorting the allocation of social resources and causing unfair competition.If the rent-seeking behavior is not stopped in time,it may lead to the prevalence of corruption,damage the image of the Party and the government,and seriously interfere with and affect the economic development of the society.In addition,Chinese scholars have recognized the problem of rent-seeking in PPP project,but they lack the constructive opinion of analyzing the whole life cycle of PPP project and regulating it.Therefore,it is imperative to analyze the rent-seeking behavior of the government in PPP project from the point of view of the whole life cycle and propose a reasonable and instructive regulation path according to the conditions of rent-seeking.It is also an important research field to realize the standardization development of PPP projects in China.In view of this,the content and process of this paper are as follows:Firstly,identify the whole life cycle rent-seeking point of PPP project and government rent-seeking behavior.The WBS is used to decompose the government workflow and work content in the whole life cycle of the PPP project,combined with literature review method,to identify the rent-seeking points in the whole life cycle of PPP project,and analyze the behavior of rent-seeking of each rent-seeking point,so as to construct the rent-seeking map of the whole life cycle of PPP project.Secondly,analyse the reasons for the above-mentioned government rent-seeking behavior in the whole life cycle of PPP project.First of all,based on the government rent-seeking behavior of whole Life cycle of PPP Project to determine the reasons,and construct the initial cause set of rent-seeking behavior of PPP project;Then the semi-structured interview is used to verify the rent-seeking behavior of the government in the whole life cycle of the PPP project and to screen out the key reasons for the rent-seeking behavior of the government in the whole life cycle of the PPP project;Finally,the paper uses literature review method and text analysis method to analyze the loopholes of each cause that cause the government's rent-seeking behavior.Thirdly,structure the regulation path of the rent-seeking behavior in the whole life cycle of PPP project.It is based on the key reasons for the rent-seeking behavior in the wholelife cycle of PPP project identified above,put forward the corresponding regulation method for each reason,construct the regulation path map,and ultimately construct the whole life cycle of PPP project government rent-seeking behavior unlock map.In summary,this paper applies literature review,text analysis,semi-structured interview,Work Breakdown Structure and case analysis,studies the government rent-seeking behavior in the whole life cycle of PPP project,analyses the key reasons of the rent-seeking behavior of the government in the whole life cycle of the PPP project and put forward regulation path,finally,forms the government rent-seeking map of the whole life cycle of the PPP project.In order to provide reference for the regulation of rent-seeking behavior of PPP project and the realization of standardized development of PPP project.
