Research On The Innovation Of Targeted Poverty Alleviation Mode:the Non-disaster Economy Development Mode

Poverty is one of the difficult problems in China,which should be solved as soon as possible.In order to complete the grand goal of building a well-off society in an all-round way in 2020,our government has adopted a variety of poverty alleviation measures to solve the problem of poverty and has achieved good results.However,the current poverty problem in China has entered a hard period.Although the poverty population is decreasing,the efficiency of poverty alleviation is getting lower and lower,and the marginal benefit of poverty alleviation has been declining.Although the existing poverty alleviation models have their own advantages,they still have some limitations.Under the current circumstances,they cannot meet the requirements of targeted poverty alleviation.So,it is imperative to innovate the model of poverty alleviation.Therefore,based on the current poverty situation in China and the realistic demand for targeted poverty alleviation,this paper puts forward a new mode of poverty alleviation——the non-disaster economic development mode,in order to solve the current poverty alleviation problems in our country.In the research of non-disaster economic development mode,this paper first discusses its necessity and scientificity based on realistic needs and theories.Then,taking Hebei Province as an example,based on the status of poverty in Hebei province,this article develops site selection standard on three aspects:geographical location,regional gradient distribution,and supporting the construction of old revolutionary base areas.According to the standard,we select five poverty-stricken counties,which are well-located,various in weakness,and belonging to the old revolutionary areas.We take them as the experimental object of the non-disaster economic development mode and rebuild these counties,refering to the reconstruction mode of disaster area.As the non-disaster economic development mode has not been implemented in reality,the real data can not be obtained to analyze,so this paper draws on the experience of the post-disaster reconstruction policy of Sichuan province and uses the anti-fact analysis method to reconstruct the non-disaster economic development zone in Hebei province after the virtual disaster.Then,we take 39 severest disaster areas and heavy disaster areas in Sichuan province as the research samples,and measure the effect of the post earthquake reconstruction policy in Wenchuan,by using the panel data from 2003 to 2015 and the fixed effect model.Based on the empirical model of Wenchuan earthquake disaster reconstruction,we research the effect of non-disaster economic development mode on the economic development of non-disaster economic development zone in Hebei province by empirical analysis.The result shows that the non-disaster economic development mode can effectively promote the economic development of the non-disaster economic development zone.Finally,specific policy recommendations are given for the implementation of non-disaster economic development mode.
