The Effect Of Targeted Poverty Alleviation Policy On Economic Growth In Poor Areas

The report of the Nineteenth National Congress clearly stated: "In the new era of socialism with Chinese characteristics,the main contradictions in our society have been transformed into the contradictions between the people's increasing needs for a better life and imbalanced and inadequate development." This is not only a change in the concept of social contradictions,but an important warning that requires our country to closely relate to the importance and arduousness of "overcoming poverty" and resolutely win the battle against poverty.Chinese rural poor population is mainly distributed in 14 consecutive poverty-stricken areas and 592 key counties for poverty alleviation and development in the country,especially in the deep mountain areas,stone mountain areas,alpine regions,and remote areas.Poverty has always been the most important livelihood issue in our country.In order to solve this livelihood issue,China has implemented a large-scale poverty alleviation and development policy.From the 1994 "eight-seven Poverty Alleviation Plan" to the precision poverty alleviation in 2014 to the current precision poverty alleviation.This series of poverty alleviation measures has made more than 700 million rural people out of poverty and achieved great achievements that have attracted worldwide attention.The incidence of poverty in the targeted poverty alleviation phase decreased from 49.8% in 2000 to3.1% in 2017,writing a glorious chapter in the history of human anti-poverty.China has also become the first developing country in the world to achieve the poverty reduction goals of the UN Millennium Development Goals.It has made a significant contribution to the global cause of poverty reduction.As our country 's poverty alleviation work progresses,research literature on the effects of poverty alleviation continues to appear,most of which focus on poverty reduction effects and poverty identification mechanisms,and fewer articles focus on the role of county economy in the poverty alleviation stage.In view of the new social contradictions of our country brought forward at the 19 th National Congress of the CPC,we conducted an in-depth analysis of the efficiency and fairness of the policy implementation in the current era of poverty alleviation.The main research andanalysis of this article is the effect of the policy on precision poverty alleviation in the southwestern region with a large proportion of the poor.Based on the sample of 337 counties in the southwestern region from 2010 to 2017,the policy effect of the county sample is analyzed.The research is mainly divided into three parts: The first part is to analyze the impact of precision poverty alleviation on economic growth by using the Solow economic growth model.The results of the Solow model analysis show that precision poverty reduction policies can promote economic growth by increasing effective capital.The economy of poor counties Growth began to slowly slow down;the second part is the use of statistical graphics to analyze the economic situation of poverty in the southwestern region.The analysis results show that the scale of poverty in the southwestern region is relatively large and economic development is slow.The economic growth rate of non-poor counties in the southwestern region Slower than poor counties,but the overall trend is that the economic growth rate has started to slow down and progress steadily;the third part is to use STATA14 to perform a double-difference model analysis and stability test on county data samples in the southwest,and the results show that the targeted poverty alleviation policy The growth of the county economy in the southwest has indeed a significant driving effect.The empirical analysis also added the impact analysis of relevant policy interference factors,and the final result is still that the policy effect of the targeted poverty alleviation policy is still significantly positive.In order to explore the transmission mechanism of the targeted poverty alleviation policy,a mediating test was conducted on the sample size.This article analyzes the macroeconomic effects of our country's targeted poverty alleviation policy,and proves that our country's targeted poverty alleviation policy has played a positive role in promoting the growth of county economies.The economic growth rates of poor and non-poor counties have slowed down.Trend of economic growth and steady progress,seeking a coordination status in the final stage of poverty alleviation.Secondly,precision poverty alleviation should ensure that the poverty alleviation funds are delivered to the households accurately.Policies should be implemented in all aspects,such as industrial poverty alleviation,education povertyalleviation,and social public service poverty alleviation.The role of the transmission mechanism should be brought into full play.Focus on overcoming poverty alleviation tasks in deeply impoverished areas,and ensure that by 2020 China's current rural poverty population will achieve poverty alleviation,all poverty-stricken counties will remove their hats,and resolve regional poverty as a whole to achieve true poverty alleviation.At present,the comprehensive implementation of the targeted poverty alleviation and targeted poverty alleviation strategies has formed a variety of practical and theoretical results.These theoretical methods and governance system arrangements have provided important references for the effective implementation of the country's next rural revitalization strategy.
