With the continuous development of the world economy, worldwide economic development structure appears gradually dominated by service industry instead of industry as the leading trend of economic development. The improvement of services'status in economic development has attracted many scholars' interest in the study of services' agglomeration and its influencing factors.Based on the studies of scholars at home and abroad, this study used the location quotient and space Gini coefficient to measure the development of services' agglomeration in 30 provinces, municipalities, and autonomous regions of China, and combined industry agglomeration theory and the results of previous scholars, the factors that influence the development of services'agglomeration are assumed, and the hypothesis of influencing factors is further verified through empirical analysis. This article is mainly divided into three parts. The first part includes the first chapter and the second chapter. The first chapter mainly introduces the background and significance of the research as well as the content and methods of the research. The second chapter is the literature review.By reading the previous research literature, summarized the impact of services' agglomeration on economic development, the influencing factors of the services, agglomeration, and the measurement method of service agglomeration level. The second part includes the third chapter, the fourth chapter and the fifth chapter. The third chapter mainly discusses the theories of industrial agglomeration, and puts forward the research hypothesis of this paper based on the theory of industrial agglomeration. The fourth chapter mainly focuses on measuring services' location vendors and the spatial Gini coefficient of services'agglomeration, and further analyzes the specific conditions of China's services'agglomeration development based on this measurement result.Considering the respective characteristics of the services and the unbalanced development of the regional services in China,in this paper, the service industry is divided into productive services and non-productive services. At the same time, according to the geographic location, the provinces, municipalities, and autonomous regions were divided into three regions.Research was conducted in these three regions:eastern, central, and western regions.Chapter five through the empirical study has analyzed the impact of the national and regional factors on the production services and the non-productive service industry The third part includes chapter six,the main content of this article is the research conclusion and follow-up study, through the empirical research above, the conclusion of this paper is obtained, and put forward the appropriate policy recommendations and follow-up research outlook. The main conclusions:First, from the regional level analysis, the overall level of the development of China's services' agglomeration is relatively low,and the level of the eastern coastal areas is higher than that of the central and western regions.Second, from the aspect of industry analysis, the development of Chinese services'agglomeration level is not high,by contrast transportation, warehousing and postal service, information transmission, software and information technology service, scientific research and technology service's cluster development level is higher, the financial, health and social work industry and other industries agglomeration level is relatively low.Third,Through the empirical analysis,it proves that the development of urban development level, human capital and government behavior have a promoting effect on the service agglomeration. At the same time, through the study of the eastern, central and western regions, the urban scale has promoted the development of services in the eastern, central and western regions. The level of human capital has significantly promoted the development of services in eastern and central regions. The government's behavior has a significant effect on the eastern and western regions and has negative effects on the central region.
