Research On The Antitrust Economics Of Cartel With Uncertainty

Cartel acts as a major form of monopoly received wide attention from scholars,and economists have been deepening their research on cartel behavior,from the early Harvard School to the Chicago School to the post-Chicago School.The principle of discriminating the effect of cartel's actions on market competition has gradually become rule of reason from per se rule.The research on antitrust economics today has some knowledge of cartel behavior,but there are still some shortcomings and deficiencies.One of the most important manifestation is that in the antitrust economics research nowadays,all the participants in the traditional economics mainly persue the maximization of their own interests as their only goal.For the manufacturers,they are pursuing their joint profits Maximize and consumers are pursuing maximizing consumer surplus.However,maximizing the joint profit is not the only goal of the cartel members under uncertainty,such as maiginal cost fluctuation or the volatile demand.Risk sharing may also be the reason of forming cartel.For the consumers,the price is not the only measure of consumer utility,but also the price stability.From a legislative perspective,the Anti-monopoly Law in our conuntry has been implemented for less than 10 years,which is relative shorter than developped country.There are lots of difference between China and other countyies.First there is a certain conflict between government industrial policy and antitrust law in China.Second,some indusrty for example the Internet and mobile payment easy to form oligarchs thive.But the antitrust law in our country is concise and concise.Some judicial interpretations are not enough to deal with all the situations.As a result,the definition of antitrust in our country is not clear and the antitrust law enforcement departments are not practical in practice.From the perspective of the development of the international community,the antitrust laws of the developed countries in Europe and the United States are more mature.These countris have often imposed heavy fines on the merits of international cartel penalties.On the contrary penalties are not tough in China because of the inconplete antitrust regulations.Which is equivalent to the fact that Europe and the United States indirectly draw huge amounts of interest from international cartels.However,some countries such as China,which have less antitrust experience,can only "deliberately condone" the departure of international cartels.It will harm our interests and is not good for the international community to work together to punish the international cartels.For these reasons,the research on cartel needs to be strengthened.This context characters a discrete model to study the market effect of cartel behavior under uncertain.The typical horizontal monopoly behaviors include fixing price,limitting sales and market segmentation.Finally,according to the research results,some suggestions are given to the anti-monopoly regulation of our country.This essay from an uncertain perspective coherent that cartel,which have long been recognized as limiting competition and damage the efficiency,may benefit to consumer and society in some case.There are also some defluencies in this paper such as the simple discrete model,without considering the discount factor and more complicated dynamic game due to my limited mathematical skills.
