A Study On The Establishment Of Cross-Strait(Xiamen-Kinmen) Integration Development First Pilot Area

Xiamen and Kinmen are close neighbors separated only by a strip of water.Because of the long-existing political differences and extremely delicate cross-straits relations,cross-regional cooperation between the two cities is limited.Especially,since the Democratic Progressive Party(DPP)came into power in May 2016,the political relations between Taiwan and the Mainland has gravely deteriorated,which further leads to the stagnation of Cross-Strait exchanges in economy,education and culture.Under such circumstances,the establishment of Cross-Strait(Xiamen-Kinmen)Integration Development First Pilot Area(hereinafter as CSIDFPA),the creation of a regional and effective template for Cross-Strait cooperation will help to create a favorable condition for resolving political differences between the two sides of the Straits.Facing the new situation of Cross-Strait relations and based on existing Xiamen-Kinmen exchanges and cooperation,this dissertation draws lessons from the successful models and experience of cross-border regional cooperation both at home and abroad,analyzes the status quo,necessity and feasibility to establish CSIDFPA,i.e.,life integration,economic integration,cultural and social integration,political safety integration.In practice,due to the fundamental importance of economy,the variability of society,the fragility of mutual trust,the diversity of public will,the sensibility and possibility of bilateral cooperation,the construction of CSIDFPA may take the easiest first,put economic agenda prior to political issues,start with unilateral effort and then move to bilateral cooperation.In this way,the function of CSIDFPA may extend from economic,social,cultural to political dimensions,thus enriches the connotation of institutional cooperation between Xiamen and Kinmen,and establishes the system and mechanism of CSIDFPA.The establishment of CSIDFPA will break through the bottleneck of existing cross-border regional cooperation between Xiamen and Kinmen,promote urban competitiveness,increase public welfare of the two cities,and thus create a new paradigm of peaceful development of Cross-Strait relations,which will guide the future bilateral cooperation.In course of construction of CSIDFPA,the two sides should bear a rational,calm and objective mood,resort to timely negotiation and communication in cases of difficulties,so as to maximize the benefit of Xiamen-Kinmen citizens.Only in this way will the CSIDFPA become the paradigm of peaceful development of Cross-Strait relations,the new economic growth pole in Fujian-Taiwan area as well as an experimental field of peaceful reunification across the straits.
