Research On The Inspection Work Of Key Construction Projects In Yunnan Province

The project inspection is an administrative law enforcement supervision for the government investment in fixed assets.after the reform of investment system in 2004,the annual government investment in fixed assets actual investment funds accounted for the total social fixed assets actual investment funds 4-5%,and increased year by year with the national strength increasingly.As the country "The Belt and Road" strategic benefit provinces,to give full play to the role of Yunnan province radiation center for Southeast Asia,a large number of government investment in infrastructure construction,only investment in 2015 compared with 2014 increased of long 48.3%.With the streamlining administration and delegating power since 2014,the regulatory responsibility is more important than before.Study on how to improve the authority of inspection,strengthen team construction,improve work efficiency,play a regulatory role,to improve the regulatory mechanism of investment in fixed assets,has the practical significance to achieve the desired social benefits of major projects.Based on the domestic and foreign literature on the supervision of government investment and our country in recent years on the government investment supervision system and relevant laws and regulations as the basis,combined with the author’s work experience,combining theory and practice,with the project case and data,combing the history of the development of key construction projects and related issues,and analysis of difficulties the problem in the key construction project supervision work,draw lessons from domestic and international experience and enlightenment,put forward the corresponding countermeasures and measures from different angles.Facing the rapid growth of government investment,in order to better play the role of investment supervision and inspection work to improve the legal system,strengthen team construction,establish application mechanism covering the whole course of the construction of the investment project management information system and improve the results of inspection Use of the Mechanism.Through the research,I hope to enrich the theory of government investment supervision,provide reference for the government’s fixed assets department,and promote the economic and social development of Yunnan.
