Research On Agent Construction System Of Government Investment Project

With the innovation of investment system going thoroughly, the construction management pattern of government's investment programs has change into the pattern whose functions are separate from the whole pattern of"invest, construct, manage, use". Under this situation, the state Council accredited"Decision on investing in system reform"on July of 2004, pursuing "agent construction system" to the non-profit making government investment project clearly. Agent construction system is at the threshold of research. Parties concerned have no consensuses both in theory and practice and agent construction companies don't make sure their proper status and develop orientations, and all these aspects will influence the development and perfect of agent construction system. To make agent construction system plays full function, the problems of agent construction system should be resolved urgently.By deeply analyzing the theory basis of agent construction system, this article defines the connotation of agent construction pattern, and sum up their characteristics by comparing agent construction model to other project management patterns. On the basis of the study of 3 typical patterns were carried on china government investment projects, this article concludes the desirable experiences and problems lie in the practice, and puts forward the practicable models and development direction of government investment project agent model at present. According to the game theory and information theory, this article sets up supervision game model and sums up some beneficial conclusions, and then the further researches of risk and controlling of agent construction system were carried out. Then it advances that the benefits of government project would be raised by effectively controlling the risk of agent construction system from exterior surroundings and interior management.This article have the value on government's enhancing the development of the agent construction system, and guiding significance about how to set up the system of preventing the risk of it.
