The Study Of E-government Projec Management Pattern Of Yunnan Province

E-Government is one of the most important areas in modern informatization. China has entered the developing time of E-Government construction since the year 2000, all levels of governments have carried out E-Government construction under the guidance of the "Country E-Government Construction Guiding Opinion", and scored some achievements. But as the lack of the guidance of effective project management ideas, many problems have arose in the E-Government construction, and led to the result that some projects couldn't achieve their aims. It shows that it's necessary to import scientific project management theory and methods in E-Government construction. Besides, E-Government construction is a complex systematic engineering which asks not only to perform project management in the project process of E-Government construction, but also to adopt suitable project management pattern according to the physical truth。This paper associates with the Project Management Knowledge System put forward by American Project Management Institute, it bases on the in-depth sum-up of our country's E-Government project management theory and knowledge, and takes the E-Government project management pattern of Yunnan Province with the core of "Owners dominate, supervisors assist" as studying object. This paper at first goes ahead with a comprehensive review and description of the mode, then performs a comprehensive analysis on its specific characteristics, influences on the project management contents, main project participants and project outcomes, and also analyses the merits and drawbacks of the pattern and the causes. At last this paper puts forward some targeted improved suggestion for the model. The pattern after improved does better in its contents, methods and system, which could be a feasible reference pattern for E-Government project managers.This paper also put forward a proposal of continuous assessment and improvement of the pattern by the use of Project Management Maturity Model, which is a new inspire for information managers and workers.
