| With the deepening of poverty alleviation in China,the cost of poverty alleviation is getting higher and higher,and the marginal benefit of poverty alleviation is decreasing.In 2013,general secretary Xi Jinping pointed out the concept of targeted poverty alleviation in Hunan,Xiangxi.After that,based on the "targeted ",the purpose of China's poverty alleviation work is to improve the efficiency of the use of poverty alleviation resources and ensure the impoverished benefit.Under the background of building a well-off society in an all-round way,there are still more than 70 million poor people in China at present.Among them,30 million of the poor need to rely on the industries to cast off poverty and set out on a road to prosperity."China's rural poverty alleviation and development program(2010-2020)" clearly pointed out that the development of characteristic industries is an important way to overcome poverty.Further,In January 2016,the conference on targeted poverty reduction in characteristic industries was held in Fuping county,Hebei province.The meeting looked at how to develop characteristic industries to promote targeted poverty alleviation work.Therefore,the characteristics of the industry is a new topic of poverty alleviation from the industry,the development of characteristic industry is a new way to solve the problem of poverty.However,due to the policy of the proposed and the implementation of a short time,there is little research on this area.Both theoretical research and empirical research are relatively scarce.The purpose of this dissertation is to enrich the theory of characteristic industries poverty alleviation and make an empirical analysis.This dissertation explores the intrinsic relationship between the development of characteristic industries and taking targeted measures in poverty alleviation in theoretical research.In the aspect of empirical,this dissertation aims to study the effect of poverty reduction in the development of characteristic industries under the background of taking target measures in poverty alleviation,and whether the effectiveness of poverty alleviation is superior to that of traditional industries.In this dissertation,based on the follow-up survey data of the poverty-stricken households in the Xinpu countryside of 7 villages in Dexin town,Guiding county,Guizhou Province in the year of 2015-2016,and the face-to-face questionnaire survey of poor households in the region from January to April 2017,the empirical model was constructed.This dissertation uses the probit model of heteroskedasticity standard error to carry out regression analysis to observe whether a series of indicators related to poverty affect the income level and poverty alleviation probability of poor households after developing the characteristic industries.The results show that participation in the development of characteristic industry has a significant positive effect on improving the income level of local poor farmers.Besides,the poverty population will become less and less with the development of characterist industries.In view of the problems in the process of poverty alleviation,this dissettation points out that the key to solving these problems lies in the game relationship between rational stakeholders such as government,enterprises and poor households.Finally,this dissertation puts forward the policy suggestions on developing characteristic industries aimed at improving the effectiveness of poverty alleviation on the basis of theoretical analysis,empirical analysis and problem analysis.This dissertation argues that developing characteristic industries in order to realize targeted poverty alleviation:firstly,it should adjust and optimize industrial development policies in the poor areas.Explicitly that industry choice is characteristic industries,industry development is the means,and the purpose is to realize the strategic goals of targeted poverty alleviation.Secondly,it is suggested to help poor farmers increase the game ability in the development of characteristic industries,in order to achieve the accurate support,ensure the benefit of the poor farmers,promote the poor as the main body of industry development,and reduce the comprehensive cost of positive out of poverty.Moreover,it should help the leading enterprises to improve their ability of leading industry,extend the chainof characteristic industries,improve the added value of characteristic products,and strengthen the brand promotion of special products.Finally,it should stress the main body status about government in the development of characteristic industries that put the targeted poverty alleviation as goals,point out that the development program about characteristic industry,the financial capital,credit,tax and agricultural technology of the characteristic industry is favorable to closely with targeted poverty alleviation,and improve the development of characteristic industry with building the assessment and commending system about the targeted poverty alleviation. |
