Comparative Study On Poverty Alleviation Model In Characteristic Industry

In the background of targeted poverty reduction,the work of industrial poverty alleviation in our country has achieved historic achievements.Reducing poverty through industrial development is considered to be an important initiative in the mode of "ZaoXieShi" poverty alleviation.Through the industrial poverty alleviation practices,we have created various modes of industrial poverty alleviation accorded with the actual situation of poor areas.For example,“ government + cooperative + poor households”," government + leading enterprises + poor households",and " government + leading enterprises + cooperative + poor households",which are common modes and the others could be stretched out based on them.In these various patterns,the government is the main participant and assumes an irreplaceable function.This paper takes Dangshan pear industry and Xiuning spring fish industry as research modes of poverty alleviation.Through field investigation on general situation about the counties' industries for poverty alleviation and research on characteristic modes,it points out that industry poverty alleviation model in Dangshan pear industry is "government + leading enterprises + cooperative + poor households" and "government + cooperative + poor households" in Xiuning spring fish industry.This paper focuses on the commonness and difference of the two kinds of industry poverty alleviation modes,and makes a comparative study on the selection and determination of the poverty alleviation mode of the two counties.By analyzing homogeneity and characteristic of the counties' special industry for poverty alleviation,the article put forward operable recommendations in the end.It comes to a conclusion that the government should attach great importance to the other participants and fully mobilize the enthusiasm of involved main body,Especially the poverty alleviation initiative;Responsibilities the government should take in different stage of industry development is also distinct,the government should strengthen its leading role in industry's infantile period and reduce intervention to let the market be oriented in its mature stage.
