Analysis On The Influencing Factors Of Farmers' Satisfaction In Rural Land Contractual Management Right Transfer

With the rapid development of China's social economy,the problem of rural land has become increasingly prominent,land circulation has become an objective requirement for rural social and economic development.In recent years,a series of policy that are related to rural land circulation has been put into practice,and the top design continues to improve.However,farmland circulation in China seems to be trapped in a low-level dilemma,it has been a social research hot issue to crack the dilemma.This paper explores the logical path of farmer satisfaction in land circulation and analyzes its main influencing factors,so as to solve the problem of "low-level dilemma" in farmland circulation from the perspective of improving farmer satisfaction.This study draws on the new public management theory and the research method of customer satisfaction,regards the farmers as the "customers" who accept the public policy service of the land circulation,and regards the government as the public policy service provider.By building the land circulation farmer satisfaction index model,the interaction path and the interaction size between variables are quantitatively analyzed.Based on the study of domestic and foreign private sector and public sector customer satisfaction index model,this paper build farmer satisfaction index model that is suitable for the actual situation in rural China,completes the scale design and determines the quantitative research mathematical model.Using the survey data from 253 questionnaires that we collected in Wuhan and Ezhou,the farmer's overall evaluation of the model-related indicators was analyzed and the significance of the model was verified.Finally,the influencing factors of farmer satisfaction model and its acting path are analyzed,policy suggestions aimed to optimizing farmland circulation are put forward.Conclusions are listed as follows:(1)The farmer satisfaction index model is composed of six variables:government image,farmer expectation,perceived quality,farmer satisfaction,farmer complaint and policy recognition.Government image,farmer expectation and perceived quality are the front factors,while farmer complaint and policy recognition are backward results.Impression perception,reliability,and interaction are quality factors,which are the prerequisites of perceived quality,and are used to measure the effect of specific microcosmic detail on perceived quality in farmland circulation.(2)Perceived quality is the decisive factor that affects the satisfaction of farmers.Farmers 'satisfaction is very sensitive to the rationality of farmland circulation price and the change of welfare level after they circulation their land,the level of farmers satisfaction is greatly determined by farmland circulation price rationality that they perceived and the perceived extent of positive effect that farmland circulation have on family welfare level.(3)Reliability is the key factor that affects the satisfaction of farmers.Farmers'perception of fairness and performance of farmland contract and the dispute involving contract are the key factors influencing farmers' satisfaction.The credibility of land contractors' fulfillment of circulation contract especially has a critical impact on farmers' satisfaction.(4)Government image and impression perception are important factors that affect farmers' satisfaction.The image of local government and village committee with farmers and their perception of land circulation motivation and procedural legitimacy have an important influence on farmers' satisfaction.The influence of village committee image and farmland circulation motivation awareness is more obvious.(5)Personnel interaction is an effective factor that affects the satisfaction of farmers.In the process of farmland circulation,organizers take the measures such as plan publicity,democratic meeting,ideological guidance and so on will do good to farmers' satisfaction.(6)Farmer expectation has little effect on farmers' satisfaction,and high expectation of farmland circulation prone to negative inconsistencies.Farmer satisfaction mechanism is consistent with expectation inconsistency model.In order to improve farmers' satisfaction,promote farmland circulation,first of all,we need to further strengthen the construction of rural social security system to ensure that farmers get a fair social security.The next is to standardize the circulation procedures,improve the flow supervision mechanism to protect the interests of farmers to ensure that the circulation contract is fair and effective implementation.It is also vital to strengthen the construction of an incorruptible government,change the government work style and improve the image of the government.In addition,due to the limitations of objective factors such as research perspective,research method,research area and so on,and the limited academic level,still,there remains a lot to be optimized in completeness of the model,the objectivity of the evaluation results,the comprehensiveness of the indicators.More aspects are worthy of study.
