A Study On The Performance Evaluation Of Targeted Poverty Alleviation Policy Of X Subdistrict Office In Zhangqiu

Building a well-off society in an all-round way,the most arduous and onerous task lies in poor rural areas.Since the reform and opening-up,our country has made great achievements in poverty alleviation.At the same time,some deep-layer contradictions gradually appear,such as unclear poor base number and unknown poverty condition.Poverty alleviation has been developed to the crucial stage of tackling difficulties.In view of this situation,in order to effectively improve the relevance and precision of poverty alleviation policies,at the end of 2013,our country putted forward targeted poverty alleviation strategy.After nearly three years of theoretical and practical innovation and perfection,targeted poverty alleviation strategy has become an important guideline for Chinese current poverty alleviation work,which is an important policy support to achieve a comprehensive well-off society in 2020.The grim poverty situation and the targeted poverty alleviation strategy raise higher requirements for performance evaluation of targeted poverty alleviation policies.How to carry out the performance evaluation of poverty alleviation policy under the new situation,how to combine the poor households filling cards’ data with performance evaluation of poverty alleviation policy,and how to build a referential index system are the problems to be solved imperatively.On the basis of public value theory,the paper summarizes the existing theory of performance evaluation of targeted poverty alleviation policy,and constructs the performance evaluation framework and index system of targeted poverty alleviation policy by the means of literature research,system analysis and empirical analysis.Based on this,by demonstration assessment case of X Subdistrict Office of Zhangqiu County,this paper validates the applicability and scientificity of the existing evaluation system,and makes a preliminary exploration on the application of the poor households filling cards’ data in the process of performance evaluation.Secondly,the paper summarizes and analyzes the existing problems and causes of the existing performance evaluation system,puts forward the improvement and perfection of the performance evaluation system of targeted alleviation policy by setting up a specialization performance evaluation organization,conducting a special performance evaluation of poverty alleviation collimation,improving the participation of poverty alleviation objects,establishing perfect performance evaluation system and reference index system,etc.Finally,the paper reconstructs the new performance evaluation system of the precision poverty alleviation policy,which has the powerful applicability and scientific quality,and provides data support for further promotions of targeted poverty alleviation work.
