Performance Evaluation Of Xinjiang Rural Targeted Poverty Alleviation Program

Eradicating poverty,improving people’s living conditions and gradually realizing common prosperity have been the lofty ideals pursued by mankind for thousands of years.They are not only the basic requirements of socialism,but also the inevitable requirements of China’s "two centenary goals" and the "Chinese dream".With less than two years to complete the building of a moderately prosperous society in all respects,by the end of 2018,there will still be 16.6 million registered poor people in China who need to be lifted out of poverty on time.For this reason,China has put forward a new idea of targeted poverty alleviation in the "13th five-year plan" period.In the report to the 19 th national congress of the communist party of China,the focus should be on overcoming poverty in poor areas and completing the task of poverty alleviation so as to lift all the rural poor out of poverty by 2020.We will launch the poverty-stricken villages,remove their hats and lift absolute poverty,and achieve the goal of poverty alleviation and development and the first centenary goal of building a moderately prosperous society in all respects.With the new normal push economic development,poverty alleviation resources also showed a trend of decreasing marginal benefit,reasonable and accurate distribution of poverty alleviation resources to need assistance of population has become the biggest challenge,especially in China’s remote border regions of xinjiang,xinjiang’s poverty alleviation work problem is to solve the basic contradiction of xinjiang,to do a good job of poverty alleviation in precision processing,in order to improve the present situation of poverty alleviation,let the poor people out of poverty,reached in 2020 national into a well-off.At present,based on targeted poverty alleviation and targeted poverty alleviation,relevant policies and programs are formulated in accordance with the actual situation of xinjiang and the targets and tasks of targeted poverty alleviation in the13 th five-year plan.First of all,through research and analysis of existing domestic and foreign literature,this paper sorted out literature introduction related to targeted poverty alleviation,elaborated the concept of targeted poverty alleviation,introduced the current situation of poor areas in xinjiang,and took hotan area as an example to analyze the main causes of poverty.This paper mainly evaluates and forecasts the performance of targeted poverty alleviation programs in hotan region of xinjiang through two parts of empirical analysis.In the first part,through in-depth interpretation of policies and programs,the author selected relevant index data of hetian luopu county from 1988 to 2017,used SPSS software and principal componentanalysis method to extract the principal component,and constructed the poverty alleviation performance evaluation index system from three aspects,including poverty alleviation effect,economic development and social infrastructure development.In the second part,according to the performance evaluation index system for poverty alleviation established in the first part,the data of 2010 to 2017 in hetian luopu county were selected again,and then the known data of the established index system were analyzed and predicted by using gray prediction model,BP neural network and MATLAB programming respectively,and the error rates of the two models were compared and analyzed through the results.Then,the predicted value of the gray prediction model is used as the input value of BP neural network to predict the next year’s value.Then,the prediction errors of the grey prediction model,BP neural network and the gray-bp neural network combined prediction model are compared to predict the relevant index data in 2020.Through the analysis and evaluation of individual indicators,and through the prediction analysis and comparison of index data,it is concluded that the hotan area can be completely built into a well-off society by 2020.Then the overall poverty alleviation performance evaluation is made for the established poverty alleviation performance evaluation index system.Finally,a series of reasonable Suggestions are put forward based on the foregoing prediction analysis results and the poverty alleviation performance evaluation results,as well as the comparison of key index data,in the hope of accelerating the pace of poverty alleviation in xinjiang.
