Study On The Logistics Operation Capacity Evaluation And Countermeasures Of China Post S Province Branch

China Post,one of the oldest 3PLs in our country,is the most outstanding one in both network facilities resources and postal delivery.However,the traditional postal logistics business does not have a monopoly nature,especially in recent years,the rise of domestic private logistics enterprises and the appearance of foreign logistics enterprises intensified the 3PLs market competition.China post strives to adapt to market change and make business restructured,thus to achieve the separation of the traditional postal service and express logistics business.For the S Province branch,the reorganization of the business will inevitably change the original logistics resources and logistics operations.Based on the uncertainty of change,we can find the development direction of S Province postal service through the evaluation of logistics operation capacity.Logistics operation capability evaluation is a comprehensive evaluation method based on the resources and operation mode of the enterprise,which can be used to analyze the root causes of the postal logistics operation effectively.Constructing the model is the key to evaluate the operation capacity.Finally,the paper chose 3PLs service operation and management model of China based on Operation Management-Resource Based View(OM-RBV)for reference.Combining with the actual situation of S Province postal logistics operations,this paper established the S Province postal logistics operation capacity model including three aspects of base layer,application layer and strategic layer and designed of index system including 3 first level indexes and 25 two level indexes.In the process of evaluation,this paper used fuzzy evaluation method as the evaluation method.And then,transformed the data to no-dimensional form based on evaluation requirements.The fuzzy membership degree and evaluation value of postal logistics operation capacity of S province from 2012 to 2016 were obtained by fuzzy transformation.Finally,the paper put forward some suggestions to improve the ability of S Province postal logistics service in three aspects of assets and resources,process and quality,development and innovation based on the analysis of the trend of value evaluation and the comparison with other 3PLs enterprises.
