A Study On Cross-border Economic Cooperation Between China And Kazakhstan Under The Background Of "The Belt And Road"

Kazakhstan is an important country of cooperation with China in "the Belt and Road" initiative."The Belt and Road" has a strong commonality with Kazakhstan’s national initiative in area of road construction and energy cooperation.Now Kazakhstan’s "the Road of light" new economic policy is docking with China’s "the Belt and Road" initiative,which promote cooperation between China and Kazakhstan in trade,energy,finance,investment and tourism.China is Kazakhstan’s second largest trading partner after Russia in 2015.The trade structure has strong complementarity between China and Kazakhstan.Kazakhstan’s foundation of industry is relatively weak,needing to develop its own crude oil processing industry with China’s capital and technology.Kazakhstan and China launched a close cooperation in exploration and production of oil and gas,extension and operation of pipelines,modernization of refinery.Horgos port is one of the five ports on the border between China and Kazakhstan.It is the important transportation hub of China to westward opening-up.Horgos located in the Yili valley,has a wealth of natural resources and superior geological and climatic conditions.Horgos located in the center of the Eurasian Economic plate,has a good market base on radiant districts.Horgos port is an important transportation hub and the west end of the State Road 312 line,the Lian Huo highway and Jing Yi Huo railway.The history and culture of both sides of the border has some similarity,which has a natural advantage in the communication and mutual understanding in economic cooperation between China and Kazakhstan.Horgos port located in Horgos Economic Development Zone,enjoys special economic policies of national and local government.China-Kazakhstan Horgos International Frontier Cooperation Center is built in Horgos port,which is an important medium of the economic cooperation between China and Kazakhstan.China-Kazakhstan Horgos International Frontier Cooperation Center is cross-border RMB business innovation pilot area,which is expected to be an offshore RMB pilot financial port.Horgos port effectively promotes the development of economic cooperation between China and Kazakhstan by its geographical advantages,policy advantages and financial support.However,there are still constraints like boundary shielding effect,unfavorable factors in Kazakhstan and world,lack of motivation of enterprise agglomeration.In this regard,this thesis puts forward corresponding policy recommendations:at the national level,the government should strengthen communication and enhance political mutual trust;at the local level,government should strengthen the construction of supporting facilities and promote the development of urbanization,at the enterprise level,entrepreneurs should seize the strategic opportunity and form the agglomeration effect.The thesis has six chapters;the first chapter is the background,contents,methods,framework and the research value of this subject.The second chapter is the theoretical basis of cross-border economic cooperation.The third chapter is the status and main content of cross-border economic cooperation between China and Kazakhstan under the "The Belt and Road" initiative.The fourth and fifth chapters are the advantage and the restriction factors of Horgos port to promote the cross-border economic cooperation between China and Kazakhstan.The sixth chapter is some countermeasures and suggestions...
