The Construction And Statistical Evaluation On The Evaluation Index System Of The Economic Development Pattern Transition In Hubei

With the development of society and the progress of the era,the current situation in international economic development is becoming increasingly grim,resources and environmental constraints increasingly strengthened;economic development pattern transition has become important to seize the commanding heights of the economy competitive strategic decisions around the world.The economic development pattern transition will provide a strong impetus for achieving the new normal of China's economic development and the great rejuvenation of the Chinese dream.Hubei is currently in mid-industrialization accelerating stage and the across stage by investment pushing to the innovation-driven,emphasis on the industrial structure,resource and environmental constraints increase,the potential benefits not yet folly,development problem of the unbalanced,uncoordinated and unsustainable problems have become increasingly apparent.The next decade is the golden period of Hubei development,to build Hubei that has heavy burden of restructuring and development into the central region of important strategic fulcrum,well into the late industrialization,become a prosperous,innovative,rule of law,civilization,happiness Hubei,realize the Hubei dream,the transformation of economic development is the only way out.Correct understand the effectiveness and lack of economic development pattern transition,clear the focus and direction of economic development pattern transition is the current priority of Hubei.This paper introduces the theory of economic development pattern transition,and to specific analysis the five content of transition.Then according to the specific content of transition,drawing the existing research results,choose the five level indicators and 26 secondary indicators,building evaluation system of economic development pattern transition in Hubei,and use the entropy to give weight to each indicator.Then use the data of Hubei in 1995-2013 and provinces and cities in 2013,calculate the composite score for each indicator,comprehensive evaluate the economic development pattern transition in Hubei and analysis the constraints of economic development pattern transition based on the evaluation results.Finally,make recommendations for each constraint from seven areas;include the overall development,economic growth,structural adjustment,innovation,resources and the environment,livelihood improvement and government functions,for the decision making of the relevant departments.Although the index selected by the difficult of quantitative indicators,data collection difficulties and limited in statistical methods restrictions,evaluation system cannot reflect the results fully,only can improve the index system scientific and sensible,but still has important significance,to achieve the economic development pattern transition in Hubei,well into the late industrialization,successful complete the important strategic fulcrum of central China have important guiding significance.
