With the rapid development of China's economy,China's museum industry presents a vigorous development trend.According to the data of the website of the State Administration of cultural relics,by 2019,the number of museums in China has reached 5354,of which 4743 are state-owned.Compared with non-state-owned museums,there are more state-owned museums in China,accounting for 90% of the total.To some extent,state-owned museums represent the higher level of the National Museum comprehensive level,and play an important role in the industry.The development of state-owned museums has a profound impact on the cultivation of national cultural selfconfidence,the promotion of national cultural traditions and the revitalization of national cultural undertakings.According to the outline of medium and long term development plan of museum cause < 2011-2020 > issued by the State Council,by 2020,China will basically form a museum system with distinctive characteristics,reasonable layout and rich levels,thus ranking among the advanced countries in the world.This goal reflects the expectations and concerns of all levels of government and the general public for the cause of Chinese museums.However,with the increasing number of museums,the problems of their operational capacity are becoming more and more prominent.As we all know,state-owned museums usually use the traditional mode of administrative function to operate.This mode is relatively simple,which makes the utilization rate of many cultural relics resources in museums low.At this stage,although most state-owned museums are supported by the government's financial allocation,with the diversification of museum operation projects and the transformation of operation functions,it is difficult to maintain the daily operation of museums only relying on the government's financial allocation,which directly affects the operation quality of various projects and forms a vicious circle.If the museum wants to achieve sustainable development and provide high-quality products and services to the public,it must constantly optimize its operation ability to meet the public's expectations of education,entertainment and leisure.In the face of the above problems,I think it is necessary to study the operation path of the state-owned Museum,so as to help the state-owned museum to provide more and better public cultural services for the public and give full play to its social functions.In the face of the above problems,the author thinks it is necessary to study the way to improve the operation level of the state-owned Museum,so as to help the stateowned museum to provide more and better public cultural services for the general public and give full play to its social functions.At present,there are a lot of research articles about museums,but most of them focus on one aspect of the museum's public cultural service function and operation practice,or take the local museum as an example to discuss the existing problems and future work direction of the museum itself.Based on the relevant research of the senior teachers,this paper selects the memorial hall of Song Qingling,which is of typical significance in policy background,geographical location and operation mode,as a case study,innovatively integrates the new public management theory,new public service theory and marketing theory,and draws on the operation experience of foreign public museums,and puts forward that there are both case personalities and state-owned museums The common operation path of the museum,in order to improve the operation level of the state-owned Museum in China to play a guiding role.The logic of this paper is as follows:First of all,this paper combs the current situation of the state-owned museums in China,and summarizes the problems existing in the operation of the overseas museums,such as the "offside" and "vacancy" of the government functions,the overall development imbalance,the lagging development of operational projects and the weak awareness of the public museums.These problems,as the commonness of the stateowned museums,pave the way for the following case analysis.Secondly,taking the memorial hall of Soong ching ling as an example,this paper analyzes the current operation situation from the aspects of operation management system,exhibition project operation,social education project operation,cultural and creative project operation,new media project operation,and summarizes the existing problems,such as single source of operation funds,narrow target audience group,inadequate operation supporting,general operation functions,low professionalism of operators,and dissects Analyze the reasons behind the problems.Thirdly,summarize the operation experience of foreign public museums,select the foreign public museums which are suitable for our national conditions and the "Museum situation" of our state-owned museums for reference,and get enlightenment in changing the role of the government,expanding the source of funds and paying attention to personnel training.
