Research On The Current Situation And Problem Countermeasure Of Nanchang State-owned Museum And Memorial Hall

The amended ‘Museum Ordinance'(2015)defined museums and memorials as nonprofit organizations for teaching,research and visiting.In 2008,the Central Propaganda Department,the Ministry of Finance,the Ministry of Culture,and the State Administration of Cultural Heritage,jointly issued the ‘Notification of the free-admission policy for museums and memorials ',which requested all public museums and memorials to be free.The free-admission policy,which is in line with China's current level of economic development,the spiritual and cultural needs of the public,and the social properties of museums and memorials.The present thesis studied the status of the museums and memorials several years after the introduction of the free-admission policy,as well as problems encountered and their causes,and solutions for these problems.Five national museums and memorials in Nanchang city were studied using literature review,questionnaires,field surveys,data analysis,comparative study,and other methods in the present thesis.The status,problems and their causes were analyzed by comparing them with museums and memorials in other cities.Results showed visitors were increased in number and altered in the structure.Problems including the low awareness of the free-admission policy,limited sources of funds,poor utilization,room for improvement for exhibition and guild tour,lacking of talents,and poor management of cultural products,were encountered.These management problems were both funds and human resource related,including limited source of funds,poor budget management,lacking of rules for talent recruitment and performance evaluation.To overcome these problems,with good experiences from museums and memorials in other cities,the present study suggest to solve the funding issue by attracting more funds and support from government and public,together with strict budget management in the museums and memorials;the human resource issue could be solved by good and effective employee management,talent recruitment,performance evaluation,and training.In addition,further improvements can be done to promote the management and service standard in these museums and memorials,including better propaganda in the public,improving the quality of exhibition and guild touring.
