Whether a country can stand on the world stage,education is the core,and the key factor is whether it can build a competitive world-class university and cultivate top innovative talents with innovative spirit and practical ability.Compared with local colleges and universities,first-class universities,as the vanguard and leader of China’s higher education,have a clear advantage in obtaining education funds and resources.Grasping the situation of resource input and achievement output of first-class universities in a macro perspective,and scientifically measuring the efficiency of the allocation of educational resources of first-class universities are of great significance for promoting the sustainable development of first-class universities and achieving a strong country through education.Based on the theory of resource allocation and human capital,this study summarizes the development of domestic and foreign research on the efficiency of education allocation and makes a review.Using top-ranked university as research objects,this paper describes the current situation of the use of educational resources and the output results.Based on the Compilation of Scientific and Technological Statistics of Colleges and Universities and relevant data of the first-class university information disclosure official website,the DEA method and Tobit regression model are used to measure evaluate the efficiency and its influencing factors of allocation of educational resources in 2017,and proposed corresponding countermeasures and suggestions for optimizing the allocation of educational resources in colleges and universities.Finally,the following conclusions were reached:First,through descriptive statistics on the current state of education input and output of top-ranked universities,it was found that among the resources input of universities,the full-time teachers,the area of school buildings,and the average distribution of books per student are evenly distributed.The value of teaching equipment per student varies greatly between schools.In addition,there is a large gap in the educational output of various universities;Secondly,this study uses the DEA method to measure the utilization efficiency of educational resources of first-class universities in 2017.It is found that the average comprehensive efficiency value of the first-class universities is 0.959,the technical efficiency is 0.971,and the scale efficiency is 0.987.In general,the resource allocation is reasonable,but there are also some universities whose resource utilization rate is non-DEA.Projective analysis of non-DEA-effective universities found that insufficient educational output and redundant resource input are the reasons for its inefficiency;Next,regional economic development and the proportion of teachers with senior professional titles have a positive correlation with the efficiency of the allocation of educational resources in first-class universities.Government financial resources and education expenditures are negatively related to the efficiency.Finally,in view of the problems of relatively unbalanced inter-universal resource input,insufficient scientific research output,waste of human resources,and unreasonable use of education funds in first-class universities,this study believes that the optimal allocation of educational resources in universities should be promoted from four aspects.They are government’s strengthening of rational management and control,the improvement of the production-study-research system,the construction of teaching staff and the management of educational funds.
