With the popularization of the higher education and rapid expansion on the scale of the post-graduate education, problem of resource shortages in the post-graduate education is becoming prominent day by day. Studying on resources allocation efficiency of the post-graduate education, which has important practical significance and research value to solve the fund shortages faced on the post-graduate education, thereby making better use of the educational resources.The dissertation carries through a comparatively full-scale theoretical analysis and empirical research on the problem of resources allocation efficiency of the post-graduate education in Chinese universities. After reviewing the related research outcomes and research methods of the educational resources allocation efficiency inside and outside our country, the dissertation induces DEA(data envelopment analysis) and theory for educational scale benefits-two comparatively mature and effective methods. Chapter three and chapter four utilize the method of DEA to carry on the efficiency appraisal to the 72 universities attached to the Ministry of Education, chapter five studies on the scale economies of post-graduate education using the theory for educational scale benefits, the dissertation testifies the existence of the low efficiency phenomena of the post-graduate education in Chinese universities from various points of view, coming to the following conclusions:(1) Using the DEA, The overall appraisal result of resources allocation efficiency to the 58 universities attached to the Ministry of Education indicates that: in the whole, resources allocation efficiency in Chinese universities is not ideal, which still has quite wide improvement space; regionally, the efficiency of different areas displays high or low; efficiency of various types of universities is also different.(2) From aspect on returns to scale, no matter what the angles from the overall,the region and the types, most of the post-graduate education in our countries'universities is in CRS(constant return to scale) or in DRS(decreasing return to scale).(3) DEA'classification appraisal shows the similar result: resources allocation of the post-graduate education still has the space on improvement, they could make it through optimizing the resources allocation. The proportion in DEA inefficiency, in decreasing return to scale or in increasing return to scale of various types of universities decreases; and the proportion in constant return to scale increases.(4) Through the"projection"analysis, the dissertation points out the improvement direction of universities in DEA inefficiency. Moreover, taking HUST(Huazhong University of Science and Technology) as the example, the dissertation carrys on a concrete analysis.(5) The result of analyzed specially of two national key supported universities(the Peking University and Tsinghua University) shows that, while great investment in it from the country, the efficiency of resources allocation is not satisfied, two universities are both with DEA inefficiency, and in decreasing return to scale.(6) In the long run,the scale of the post-graduate education constitutes the important factor which influences the cost of behavior. Namely, when the scale is small, the cost per student is expensive and the efficiency of the utilization on the resources is low; equivalently, the larger the scale, the cheaper the cost per student and the higher efficiency of utilization on the resources.Finally, through the analyses of the results of the resources allocation efficiency in the post-graduate Education, the dissertation presents some policy suggestions which are inclusive in the conclusions.
