Social work as a profession first began in western society.In our country,after decades of exploration,social work has been greatly developed in theory and practice,which has promoted the process of professionalization,the construction of talent team and the field of professional service are particularly prominent,but unlike the developed countries in the West,the professional development of social work in China can not be separated from the leading role of government forces,mainly because: firstly,our country lacks a strong public welfare foundation as in the West,and the endogenous motive force of social work institutions is insufficient,which requires the government to create a good and healthy public welfare atmosphere;secondly,influenced by the traditional culture of seeking help,it is more in China is special trust,unwilling to take the initiative out of the “circle of friends ”,so the lack of Western society through the trust of unfamiliar members of the general trust network,the social foundation is very weak;thirdly,social work as a profession,need a large pool of talent reserves,and the government for social work professional education to establish professional legitimacy,provide a stable talent team.Based on this,Chinese social work professional service institutions have experienced from scratch,from sporadic to diffuse development,among which the government has played a major role,but also to promote the process of social work professionalization indispensable important role.This article takes Hornet’s recognition theory as the theoretical basis,and takes government recognition as the main body of research.Through investigating and analyzing the evolution process of government recognition of social work professionalization,it seeks the reasons behind different stages.What problems does the government encounter in the process of substantive recognition of social work,and how to recognize and solve these problems? Recognition theory emphasizes the acquisition of subjectivity and treats social work as an independent “individual”.Therefore,this article summarizes the government’s recognition of the professional development of social work as follows: advocacy recognition: the government responds to society through literature review and survey analysis Demand;collaborative recognition: the government purchases professional services and recognizes professional value;institutional recognition: the government promotes the establishment of occupational autonomy;at the same time,it is included in thenational occupational catalog(level evaluation category)and the establishment of professional sequences(assistant-intermediate-advanced)as well as the improvement of job creation(three posts and eighteen levels),the government’s specific measures to achieve the substantial recognition of the professionalization of social work have been demonstrated,which has promoted the development of professionalization of social work in China.Finally,a brief analysis of the current status of the development of professional social work in my country,and put forward the direction of future research and development.
