Research On The Policy Implementation Of Supporting Kindergartens In Urban Communities In My Country

The policy of supporting kindergarten in urban communities is a new measure to expand inclusive preschool education resources.Well implementation of this policy is the key to achieving the goals proposed by the 19 th CPC National Congress.In order to understand the status of policy implementation by local governments since the policy was published,basing on the Leadership of the State Council,Provincial co-ordination and county responsible Preschool education management system and knowing the requirements of the provincial government,this paper uses the text analysis method to analyse the provincial government's implementation and interview methods and case analysis to research the county government's implementation.The paper found that as a co-ordination body of preschool education and the rational“economic man”,provincial governments implement this policy strategically and symbolic ally.The policy documents have three characteristics: firstly,most policies are released in 2019;secondly,the number of the agencies for making policy is related to the type of poli cy,for example,the number of institutions for construction management policy is diverse,an d the program policy is single;thirdly,most of the policies is programme and opinions an d the notices and regulations is few.In terms of policy content,there are two types of sy mbolic practical,but many policies are symbolic.As for the county government,through the Smith policy implementation analysis framework,a comparative analysis of four factors which affect policy implementation found that: because of the different purposes of the central government's policies in different periods and the differences between government agencies,target groups and policy resources,the methods and effects of policies implementation differs significantly.For example: Although A county successfully repurchased a kindergarten before the government period,lack of cooperation among the various departments lead to the governance pressure was too high to repurchase the goals.B county rationally analyzed the spirit of the policy and implemented the Land Policy strictly and carried out its duties and information sharing in various departments.It is easier for B county to achieve the goal.Using Public service theory and Rational “economic man” hypothesis to make suggestions for better policy enforcement.In terms of policy,it is recommended to introduce a judicial interpretation on the ownership of the kindergartens in urban communities and improve the policy network so that laws and policies can be integrated.Secondly,good government cooperation is necessary.Thirdly,guiding rational choices for real estate developers.Fourthly,earmarks and land allocation is helpful for local government.
