Research On The Evaluation Of The Efficiency Of Shandong Higher Education Financial Expenditure Based On DEA Analysis Method

Since the 19 th National Congress of the Communist Party of China,higher e ducation flourishes in the new era,and the level of higher education development has become an important potential indicator to measure the development of the co untry.In the new era,how can higher education solve the contradiction between li mited financial allocation and unlimited funding needs that become a topic of scho lars,universities and education departments concerned.In 2018,Shandong Province had 145 universities including 20 public comprehensive universities,and the total number has ranked third in the country.Shandong Province's financial expenditur e on higher education funded by the provincial finance besides the universities dir ectly under the Ministry of Education.Due to the large number of universities,the pressure on Shandong 's higher education expenditure is greater,and there are dif ferences in the efficiency of expenditure between the universities.So it is necessar y to evaluate the efficiency of financial expenditure in higher education in Shando ng Province.Through efficiency evaluation,universities and education authorities c an analyze their existing problems and propose targeted solutions to the efficiency of financial expenditure to better promote the development of higher education in Shandong Province.In the introduction,background and significance of research is proposed,and research framework is constructed by analyzing the literature consulted.Then,thi s article indicates the definition of the concept,and introduce the guidance of the t heoretical basis.Next,based on the relevant documents and data,description the c urrent financial expenditure and efficiency of higher education in Shandong Provin ce.Additionally,construct a relatively scientific input-output indicator system which applies the DEA analysis method and the Malmquist index method use the origin al data to measure the efficiency of higher education financial expenditure in Shan dong Province.We can get the efficiency value of Shandong Province.Finally,dis cuss and analyze the reasons that affect the evaluation of the financial expenditure efficiency of universities in Shandong Province.The result explain that most universities have better effect on financial expend iture.But on the dynamic point of view,the efficiency of fiscal expenditure in m ost universities is decreasing,which indicates that the overall efficiency of the use of fiscal expenditure in higher education in Shandong Province has not been effe ctively improved.By analyzing the causes of its impact,we can put forward the measures.The measures include five aspects: focusing on the scale and differences i n the development of universities,improving the utilization efficiency of financial funds,improve efficiency evaluation system and system guarantee,striving to impr ove the efficiency and level of universities,build information resource platform.
