| How the development of education is directly decides the economic development in our country,the fifth plenary session of the 19 th have a further request for education,meeting once again stressed the importance of education to economic development,the pace of construction of education to develop in the direction of modern governance system and management ability,improve education industry contribution ability,to comprehensively improve the quality of education level and make unremitting efforts,provide support for the economic development of the next target.Higher education as a main part of education,to cultivate high quality talent,elevate the status of countries in the international position,promote the national economy fast and good development effect significantly above,in recent years,under the correct leadership of the national education policy,the development of higher education steadily,the development of higher education steadily at the same time,the corresponding problem comes with low fiscal expenditure performance,to some extent hindered the development of higher education,based on this,how to optimize the allocation of resources structure,improve the efficiency of expenditure of higher education,and establish a hierarchy has a legal system of the performance evaluation is the development direction of higher education in the future.This paper is divided into six chapters altogether,specific content as follows: the first part is the introduction part,first introduced the fiscal expenditure performance evaluation of higher education in henan province of the research background and significance,the research both at home and abroad,and then the thesis research ideas,methods and contents of the simple introduction,finally also illustrates the lack of research and innovation of this article.The first chapter introduces the relevant concepts and theoretical basis.The second chapter is the current situation analysis.This paper analyzes the expenditure structure and expenditure scale of higher education expenditure in Henan Province,and analyzes the specific output effect index to find out where the gap is compared with the national level,which lays a foundation for the analysis of the following problems and causes.The third chapter,after the concept and theoretical support,according to the principles of the establishment of performance evaluation index,constructs the performance evaluation system of higher education financial expenditure in Henan Province.The fourth chapter is empirical analysis.Using VAR model to study the impact of higher education fiscal expenditure on economic growth;Analytic Hierarchy Process(AHP)is used to study the performance of the financial expenditure of higher education in Henan Province in recent six years,and analyze the absolute scale,relative scale and specific indicators of the financial expenditure of higher education in Henan Province,and make a comprehensive score of the performance of the financial expenditure of higher education in Henan Province.The fifth chapter analyzes the problems and reasons of financial expenditure and performance evaluation of higher education in Henan Province according to the empirical conclusion.The sixth chapter puts forward the relevant countermeasures and suggestions to optimize the performance of financial expenditure of higher education in Henan Province. |
