For a long time,the education and punishment of teachers in primary and middle schools has been a controversial issue in the educational theory field and a frequent occurrence of contradictory events in the field of educational practice.In recent years,with the "Guiding Opinions on the Prevention and Control of Bullying and Violence among Primary and Secondary School Students"(2016)issued by the Ministry of Education and other nine departments,it was proposed for the first time that elementary and middle school students who commit bullying and violence must "punish education" in accordance with the law and regulations.1.The "Opinions on Deepening the Reform of Education and Teaching and Comprehensively Improving the Quality of Compulsory Education"(2019)issued by the State Council emphasized "to formulate implementation rules and clarify the right of teachers to punish education".)”(2019)released,the power of education and discipline has been given to elementary and middle school teachers from the level of national policy,according to which,elementary and middle school teachers can reasonably raise the “discipline” to conduct the necessary education and discipline for students who violate regulations and disciplines.So,in the practice of education,how do the primary and middle school teachers recognize the power of education and discipline? Are you willing to pick up? Can it be used well? What are the specific problems? Faced with those difficulties? This is the question that the study seeks to investigate and study.The study is based on the understanding,interpretation and significance of policy documents related to education and punishment.600 elementary school students and 150 elementary school teachers in N elementary schools in Q city were used as the survey object,using questionnaire survey methods,interview methods and observation methods.The five dimensions of primary school teachers and students' awareness and understanding of education discipline,the standards of elementary school teachers' disciplinary action,the situation of elementary school teachers' disciplinary action,the effect of elementary school disciplinary action,and the factors that influence elementary school teachers' disciplinary action were investigated.The survey found that the use of education discipline in primary school teachers has teachers' awareness and understanding of the rationality of education discipline that needs to be strengthened.The standards for teachers to implement education discipline are relatively vague.The application methods and strength of education discipline are more arbitrary.The effect of education discipline is not As expected,teachers have many concerns about the use of education and punishment.The main reasons for the above problems are the imperfect laws and regulationsof education punishment,the school management system is not perfect,the teacher's comprehensive quality is uneven,the parents' educational concept is incorrect,the society The deviation of the guidance of public opinion and other reasons.On the basis of the above investigation and analysis,from perfecting and refining the laws and regulations of education discipline is the guide,optimizing the management mechanism of school education discipline is the guarantee,improving the teacher's comprehensive literacy is the key,home and school communication and cooperation is the support,and create a good public opinion environment.In this regard,suggestions for improvement were made.
