Since the public sector and the public welfare organizations are more or less different in their mission,value,and organizational structure,the establishment of the cooperative relationship is a long process.The charitable institutions rely more on the resources of the public sector and become "buddies" in the relationship between the two parties.How to form a true "partnership" is an issue that must be faced in the development of social organizations.This paper uses the case study method to study the Shanghai ZA Foundation as a research object,and explores the cooperation process between the public welfare organizations and the cooperation partners by discussing the cooperation process between the Shanghai ZA Foundation and the Education Bureau and the school in the process of the public welfare project.Content,the way to mobilize,and the process of mobilizing partnerships with partners.Through the analysis of the semi-structured interviews of the teachers of the Shanghai ZA Foundation and the leaders of the Education Bureau,the principals and teachers of the cooperative schools,and the related texts,the research finds that the Shanghai ZA Foundation as the main host of mobilization,through the mobilization of the partners,the partners reached the recognition of the value system.The specific mobilization process includes: the establishment of public discourse,persuasive communication,and the strengthening of consensus in the scene.Through the repeated repetition of the mobilization process described above,the two sides have deep identities and emotional connections to build partnerships.
