Research On The Status Quo Of Campus Football Development In Xuhui District, Shanghai Under The Background Of Government Purchases Of Social Services

In recent years,with the continuous improvement of China's comprehensive national strength and the adjustment of the national sports strategy in the post-Olympic period,sports public services have also received increasing attention from the government and the public.Establish a multi-supply mechanism,encourage the participation of social forces,give play to the role of various social organizations in the expression of basic public services(including public culture,sports),service provision and supervision and evaluation,and put basic public service matters that are suitable for society.It is paid by social organizations in the form of purchasing services.In terms of sports public services,the State Council clearly pointed out that it is necessary to "accelerate the transformation of government functions and actively support mass fitness consumption through various means such as government procurement of services."Nowadays,the backwardness of Chinese football has become an objective reality.The reasons are manifold,but the main reason is the weakness of youth football.From April 2009,the State Sports General Administration and the Ministry of Education jointly called on the nationwide large,medium and small schools to carry out campus football activities.In June of the same year,the State Sports General Administration and the Ministry of Education jointly held the “National Youth Campus Football Activity Work Conference” to officially launch the national youth campus football event.Today,campus football has been in development for nine years.Since the establishment of the first batch of campus football schools in 2015,four batches of featured schools have entered the field of vision.Today,more than 20,000 schools are actively conducting campus football.activity.However,at present,our school's venue facilities,faculty and competition system cannot fully support the sustainable development of campus football activities.The government's purchase of campus football social services from social organizations or individuals has become a direct and effective solution.Shanghai started early in the government's purchase of public sports services,and its development was more advanced.However,there were still some problems in purchasing campus football social services.This paper investigates the current status of the 24 campus soccer characteristic schools that have been approved in Xuhui District of Shanghai,and analyzes the current situation of the purchase of campus soccer social services by featured schools.It is hoped that through these investigations,the campus of Xuhui District in Shanghai will be analyzed.What are the problems in the process of carrying out campus football activities,what are the government's shortcomings in purchasing campus football social services,and finding solutions to these problems,which are in the development of Shanghai Xuhui District and even the entire Shanghai campus football characteristic school.Provide more experience and theoretical support when purchasing campus football social services.The final conclusion is:1 Shanghai Xuhui District Campus Football School's football teaching,team construction,team training and competition are in good condition.2 The number and quality of teachers in the campus football special schools in Xuhui District of Shanghai are lacking.The venues and equipment have restricted the development of campus football activities.3 Shanghai Xuhui District Campus Football School's campus football activities have a single source of funding for football,and the special subsidy for football teachers is not satisfactory.4 Campus sports schools in Xuhui District,Shanghai,in order to get rid of their limitations,do a good job in campus football,and actively purchase campus football social services from social organizations and individuals.5 The Shanghai Xuhui District Government's purchase of campus football social services has developed well,but there are still problems such as inadequate policy system,unsatisfactory performance and acceptance,unsatisfactory evaluation system,and irregular procurement procedures.
