General high school is an important preparation stage for young students to enroll higher school and later enroll the society,and it is also a crucial stage of education for qualified socialist builders and successors.It is a major task to build a lawful government and a legitimate society to strengthen law-related education for senior high school students,making them firmly establish the concept of rule of law and improve the quality of rule of law.The Fourth Plenum of the 18 th Communist Party of China Central Committee clearly put forward the general goal of comprehensively promoting the rule of law.The Outline of Adolescent's Legal Education published in 2016 further proposed specific requirements for the importance and urgency,guiding ideology,work requirements,objectives,tasks,content implementation and job security of low-based education in primary and secondary schools.To study the implementation situation of The Outline of Adolescent's Legal Education in general senior high schools and analyze existing problems,and then obtain the suggestion for its further implementation is of great theoretical and practical significance to promote the further development of law-based education in senior high schools.To this end,through literature search,this paper defines relevant concepts about law-based education,and analyzes the objective,task,education content and implementation method put forward by The Outline of Adolescent's Legal Education,and therefrom the evaluation criteria is initially determined.This paper evaluates the implementation of The Outline of Adolescent's Legal Education in 14 public senior high schools in Dalian,conducts a questionnaire survey among the students sampled from each senior high school,and obtains the first-hand investigation data.Through the analysis of the survey data,combined with the evaluation criteria,this paper finds the existing problems in its implementation,analyzes the problems,and suggestions on the development of rule of law-based education in Dalian senior high schools are put forward.Through investigation and research,it is found that law-based education in Dalian's public high schools in recent years are better carried out,but there are still some problems,such as students' poor law literacy,weak teaching body,single way of law education and inadequate construction of law education environment.Through the analysis of the causes,this paper puts forward some countermeasures and suggestions on further strengthening the construction of subject and object,optimizing the content and channels of law-based education,and creating a good environment for law-based education in senior high schools.With literature research method,comparative method,empirical research method,interview method and questionnaire survey method,this paper is original and innovative.It is the first time to bring forward the evaluation criteria for the implementation of The Outline of Adolescent's Legal Education in general high schools and investigate its implementation in all public high schools in the urban area of Dalian.This paper raises corresponding countermeasures and suggestions,and it is the first time to expound the suggestions on the construction of high school legal education base in the further implementation of the outline.The paper is divided into five parts including introduction,general theory of law-based education,the study of the implementation situation of The Outline of Adolescent's Legal Education,the problems existing in its implementation in senior high schools and suggestions for its further implementation.
