General high school education is an important part of the national education system,and it plays a vital role in the development of talents.With the continuous popularization of high school education,the irrationality of the current general high school test-oriented education method has become increasingly prominent,and it has been unable to fully meet the needs of people's overall development and social and economic development.In recent years,many scholars have conducted rich discussions on the nature and education of ordinary high schools;at the same time,the government has also issued policy opinions such as curriculum reform and college entrance examination reform,and carried out relevant educational reform experiments in some developed regions.The development of high schools is continuously valued.In June 2019,the General Office of the State Council issued the “Guiding Opinions on Promoting the reform of the Education Method for General High Schools in the New Era.” This document is the first programmatic document that discusses the reform of general high school education since the new century,and it has a great significance in promoting the health of education.So what is the current status of the reform of ordinary high school education methods? What are the gaps with the reform tasks required in the "Guidance" ? How to narrow the gap and promote the smooth realization of the reform of the education methods of ordinary high schools? Thinking and responding to these questions has important policy significance and practical value for the reform of the education methods of ordinary high schools.In this study,a multi-level sampling method was used to select 1262 high school sophomores,104 first-line teachers and 30 general high school leaders from 30 general high school schools in K city.Use a questionnaire survey to understand the current status of reforms in the education methods of ordinary high schools,as well as the expectations of student groups and teacher groups for the reform of education methods;and combine interview methods to understand the main difficulties faced by the implementation of the reform methods of education methods in ordinary high schools At the same time,on the basis of collating and analyzing the data,the comprehensive policy implementation model of Mazmanian and Sabatier was used as the theoretical basis to construct a policy implementation framework for reforming the education method of ordinary high schools.Research on the current status of the implementation of the reform method of education methods.The results of the research indicate that the education methods reform policy has a positive impact on Kaifeng City's general high schools but remain four problems in the implementation process.First,the short enactment time and unclear policy operability lead to a low level of achievement.Second,lack of financial support,inadequate number of teachers,and poor guaranteed resource channels lead to insufficient hardware and software facilities.Third,the complexity of the target group itself,such as a large number of students,various behaviors,and different debugging ranges,resulting in week organizational guidance,hesitant wait-and-see at school level,and the lack of change in student attitudes,etc.Fourth,weak policy support due to lack of mission training for policy implementers and guidance from other social groups.Therefore,to better promote the reform policy of general high school education methods,this article concludes that the provincial government should optimize the education policy reform policies according to local conditions from several aspects.The government should increase support and integrate policy resources,guide the target group to establish correct values and enhance responsibility initiative and policy recognition,increase policy publicity and attract support from all walks of life to improve the implementation of reform policies for the education methods of general high schools.
