| For many years,the Country has adopted a series of measures to strengthen the construction of rural teachers.In Y County,Hebei Province as an example,at present,the main supplement form of the county rural primary and secondary school teachers is a teacher in city teachers to the countryside,teaching practice of normal school students and special post teachers for remote rural service.The positive significance of a teacher in city teachers to the countryside,teaching practice of normal school students is worth affirmation.However,due to the short time of urban teachers to the countryside education and students’ practice teaching,the teaching effect is normally present,then their teaching time is over.And the frequent change of the teacher makes the students can’t form a tacit understanding with the teacher,which is bad for the students’ growing and studing.In terms of the author’s school,the volunteer teachers especially the city are like a guest,the most rural primary and secondary school principals take more care of them.The principals arrange vice classes to the volunteer teachers.When they have no classes,they can go home.They hardly regard of all other transactions in the school.Some volunteer teachers just make their classes focus in a few days.When their classes are finished,they returned to the city.However,when the students have a question want to ask the teacher,they cannot even see the face of the teacher.It is also aeriform to increase the burden of rural primary and secondary schools.So city countryside teachers’ teaching and students’ practice teaching is a temporary solution not a permanent cure,which cannot solve the fundamental problem.Rural schools is still lack of qualified,stable teachers,the government must take a long-term view.Relatively," special post teachers",from all over the country,whose majors Focus on foreign language lesson,the music,physical education,painting class and so on,is more obvious for the support of rural education effect.Here are the reasons:the direction is strong;the relative policies are more complete than the first two;the central financial support is strong.What’s more,eighty percent of special post teachers(more than seventy percent of the teachers is nonlocal household registration)remain in service area after their service time is over.In terms of Y County,Hebei province,almost all rural primary and secondary schools is held up by special post teachers.But in recent years,a large flow have appeared in the special post teachers team,the most is excellent teachers flowing to cities and developed regions.Every big flow in rural primary and secondary school teachers makes the amount lack again total and structure not reasonable.To sum up experience,special post teachers as the pillar of the rural primary and secondary school teachers needs to be consolidated.For the region’s phenomenon of the loss of teachers need to be valued seriously,mechanisms need to be improved,a long-term mechanism need to be established Urgently.The author thinks that special post teachers are the fresh flag in the rural schools.To make their clever and effective to promote the development of rural education teaching,the education administrative department should play their leading role well.Positioned schools don’t think that they are just the special post teachers in the education teaching achievements,to regard them as teachers with special contribution.Based on the special post teachers Y county in Hebei province as the example,from changes brought by the teachers to rural education、problems existing in the implementation of the special post teacher program、analysis of the reasons for the instability of the rural special post teachers,to investigate the phenomenon reflected in the implementation of special post teacher policy.Based on the results of the survey and the analysis results,the author propose long term mechanism of rural teachers’ training.First of all,clearly definite the importance and requirements of building rural teachers,and guide the whole society to pay attention to the rural special post teachers,to cultivate a good social atmosphere of respecting teachers.Secondly,reform employment mechanism,optimize the allocation of teachers,correction the salaries of rural teachers,stabilize rural teachers,the implementation of "county management and appoint in school,the establishment of "total control,dynamic control mechanism,continuing education should be convenient for teachers and pay attention to actual effect,Last,take measures to promote rural teachers to support the implementation of the scheme,Strengthen the implementation and organization of rural teacher support program. |
