In 1973,the American educational sociologist Martin Trow put forward the popularization theory of higher education based on his investigation of the expansion and qualitative change of American higher education.This theory subsequently had great policy influence in the development of higher education across the world.However,with the further development and popularization of higher education,the theory of mass higher education was applied to both Japanese and European contexts.It was during this process that inconsistencies between the theory and development of higher education cane to the fore.Post-popularization theory was first proposed in the late 1990s by Youbenzhang,a Japanese Hiroshima University History professor.He proposed that the popularization of higher education in Japan was influenced by social,political and economic factors,resulting in significant impacts on management,funding,development strategies.More specifically,he analysed how these changes impacted the gross enrollment rate of higher education and the changing nature of adult education and retraining in order to meet the requirements of changing labor markets,areas not considered within Martin Trow’s three stage theory.Youbenzhang developed Martin Trow’s theory adding the post popularization stage of development between the popularization and universalness stages of development.This paper is based on the background of popular stage after education,and then explores the theory and practice of opening education in Japanese universities.Since entered the stage of popularization of higher education after Japan,facing the university students is not stable,continuously reduce the quality of education,education chance inequality,limitations and bottleneck of development path and other issues,the Japanese government and its popularization of higher education from all walks of life began to explore the construction to adapt to Japan after stage of the development of higher education theory and policy.The university open education for promoting the development of the higher education in Japan is an important education practice has received the widespread attention,the author used the occasion of the two exchange study abroad in Japan,using literature method,history method,the methods of investigation and interview method to Japan university open education is studied.In this paper,starting from the historical evolution of the popularization of higher education in Japan,through the background of popularization of higher education after the Japanese university carding the formation and development of open education,the popularization stage after the Japanese university open education reform measures to summarize,systematically grasp the popular stage after the Japanese higher education university open education development present situation and characteristics.From different dimensions to the analysis of Japanese university open education,the author thinks that the successful experience of Japan university open education has many(as the propulsion mechanism and so on),at the same time some problems also exist corresponding(as the lack of systematic,etc).Mature stage in the popularization of higher education development in our country,is facing similar problems with Japan,China and Japan in recent years the perspective of higher education is also more and more receives the attention of higher education between the two countries,and based on the comprehensive understanding and grasping the country with similar cultural tradition and background with China in the aspect of higher education reform,on the basis of the experience and problems,for our country university in the face of the plight of the development of popularization of higher education after university suggested operational direction and challenges. |
