We define the platform and the later stage after massification stage as post-massification stage.The appearance of the post-massification higher education urgently demand education system adjust this situation,we should not pursue one-time high enroll rate,but rather to provide multiple education opportunities for people ,provide more convenient education opportunities for people ,provide the education opportunities more suitable for people to choose and the education opportunities in accordance with individual requirements,this is the essence of post-mass. It can be seen that post-massification would mean the beginning of higher education leads to lifelong, the transition to lifelong learning society. The forward-looking and the historical significance for studying post-massification now clearly show.Japan's higher education in the 20th 70'century into the mass higher education phase. The next 15 years,during the transition of the popularization of higher education ,there is a platform in Japan's higher education after the rapid expansion namely the post-massification phase,facing a series of problems ,such as the decline in the quality of higher education, graduate employment difficulties,unequal educational opportunities etc. Japanese government and higher education theorists began to build the policy which adapt to higher education systems of the post-massification and theoretical exploration. From the Central Education Committee's refered a consultation reform report of Higher Education in 1971 untill implemented the plan called Higher Education Reform in 1976, the Japanese higher education sector of theory is always the direction when the Government implemented the reform policies. After into the post-massification higher education stage,China facing a similar problem with Japan. Because the two countries faced the similar problems after the rapid development of mass higher education ,in recent years,the education sector has paid more and more attention on comparative research perspective between China and Japan's higher education.Prof.JinZiYunJiu,Dean of Education institute,Tokyo University,came to China many times for the higher education compared research and gave the valuable suggestion for the reform of post-massification higher education in China.Japan's higher education used to be role models for Chinese Higher Education,established from the beginning of the Westernization Movement in the modern sense of the higher education institutions - schools of foreign affairs,to the Constitutional Reform during the establishment of the Imperial University, the Chinese higher education have imitate largely from the school mission,guiding principles of Japan. Similarly,after experiencing a rapid expansion,Chinese higher education at post-massification stage,facing a similar problem with Japan. Southeast Asian countries and China has more similarity: the unbalance of higher education development, inequality of opportunity; most countries'massification higher education achieve in short term under the government policy incentives, the Government has encountered varying degrees of education in the financial crisis, declining quality of teaching, graduate employment difficulties, how to regulate the development of private universities etc, the same problems at present in China . By analyzing the Japanese policy orientation and reform initiatives at the post-massification stage , can surpport a golden-finger to China,which just entered the post-massification higher education .2006 release of "The People's Republic of China National Economic and Social Development Five-Year Plan" states: "the development of higher education focused on improving quality and optimizing the structure, strengthen research and practice, train the innovative spirit of students and ability in practice. Steadily higher education level, and steadily develop the undergraduate education and graduate education, to improve the quality of high-level personnel training. Focused on strengthening high-level universities and key disciplines, to promote the coordinated development of various institutions . will continue to develop class adult education. " China is developing long-term planning of education development. For higher education, "planning" by the entire cross-section between (2010-2020) is at post-massification stage. "National long-term reform and development Plan (Draft)" that is deepening the reform of higher education the fundamental driving force for future development, improve the quality of future development of China's core mission of higher education, expanding opening up, reform and the future of higher education a prerequisite for development, and strengthen the future development of higher education is characterized by the focus. Shows continue to pursue policy goals in popularity, but also brought attention to the structural mass, quality issues. Meanwhile, theorists will be had as a scale.As Japan post-massification stage is a longer duration, post-massification in China will concentrate on exploring the entire period improvement and quality improvement of higher education structure. The experience of other countries will give us the correct understanding of the concept of "planning" to achieve sustainable development of higher education, provide practical examples. |
