The school district system of compulsory education is an educational policy based on the unbalanced development of compulsory education and the current problem of school selection.The uneven development of compulsory education is the reason why the education reform has hesitated,and the dilemma of the development of the education system.In order to make the education system develop well and orderly,the balanced development of compulsory education quality emerged as the times require.On the other hand,the development of school district system under the view of high quality balance is an educational reform that is implemented at the same time as ensuring the balanced development of compulsory education.It ensures the equal distribution and use of educational resources by different educational groups in the school district.In this way to provide a high level of social education quality.As a new policy,the reform of school district system presents a state of development from exploration stage to deepening stage in the process of advancing,and holds different value orientations in different stages of development.The idea of "gap cooperation",which takes the external conditional equilibrium as its main purpose,has become the theoretical pursuit of the exploration stage of the school district system,and the idea of "difference cooperation",which aims at the internal difference equilibrium,has become the value appeal of the deepening stage of the school system.The exploration and development from "gap cooperation" to "difference cooperation" is the turn of the policy of school district system from the assimilation of resources to the integration and innovation of culture.It is also the inevitable result of compulsory education system from external formal equity to internal substantive equity.From the.gap cooperation" to "difference cooperation",it is the possible construction of compulsory education school system system.And it is also the development trend of school district system reform under the high quality and balanced view."Gap cooperation" has spawned a series of problems in the school district,such as the homogeneity of school district resources,the dilution of quality resources,"Siphoning" of weak schools and the white heat of school district rooms and so on.These disadvantages are not only related to the incomplete policy of education,but also directly reflect the defects of management philosophy and evaluation methods of the school district management department.The deepening stage of "difference cooperation" has made a breakthrough in the previous stage,under the flat school district management structure,through the appropriate way of"blood output" and "blood absorption",and to evaluate scientifically and effectively.In particular,focus on ideas,practices and culture,Systematically construct the system and architecture of education school district,finally,the school district’s obligation education quality balanced development.Implementation obligations education quality balanced development.
