The unbalanced development of compulsory education has always accompanied the development of education in China, and now the issue has become more prominent. The problem has not only lead serious harm to the equality of compulsory education as a public product of the government, but also violated the principle that compulsory education should ensure each child the right of education and equality of opportunity. To solve this problem, the country has introduced a series of measures to promote the balanced development of compulsory education, which have made some progress. However, imbalances still remain in compulsory education, mainly in the regions, between urban and rural areas and among schools. Along with the continuous development of society, the contradiction between the strong demand for high quality education and the long-term insufficient supply has intensified, and gradually evolved into a hot spot issue which attracts social concern. On how to solve this issue, almost all of the fingers of blame are point at the government. As the manager of the basic education, the government plays a dominant part in the input of the funds. Therefore, to intensify the responsibility of the government on compulsory education and increase the input on it is the key to achieving balanced development of compulsory education.The thesis uses the document-data method, interviewing method and the questionnaire survey as the main research methods. With the theory of Balance of Education, the theory of Equal Opportunity for Education, the theory of Education Fair and the theory of Public Product as the foundation, and the current situation of the balanced development of compulsory education in the Liaocheng City as the point of penetration, using a large number of existing data and material, the thesis has made a faithful demonstration of the acts taken by the city to promote the balanced development of the compulsory education, namely, "the Two Kind of Governance", "the Three Systems" and "the Plan of 1318". On the foundation of the analysis, the result of these acts has been obtained, specifically manifesting on the differences between hardware, the power of faculty, the input of government and the quality of education.Whether the target of the balanced development of compulsory education can be achieved depends on the joint efforts of the government, the schools and the society. On the promotion of balanced development of compulsory education, a few of progress in has been made in Liaocheng City, while there still remains some shortcomings. Therefore, measures should be taken from three aspects as the government, the schools and the society, by a series of initiatives such as strengthening responsibility of the government on compulsory education, improving supporting facilities and properly allocating resource for education, integrating social forces and standardizing management of schools, to better promote the balanced development of compulsory education. It is hoped that the problems in the current process of balanced development of compulsory education in China will get a fundamental solution, then contributing to a balanced and healthy development of the compulsory education.
