"Promoting balanced development of compulsory education is a strategic task of compulsory education",proposed in The Outline of the National Medium and Long-Term Education Reform and Development Plan(2010-2020),promulgated in 2010.With the continuous development of society,people's demand for quality education resources is also increasing,problems such as school selection and Olympic mathematics have become bottlenecks that hinder the sustained and healthy development of basic education.Therefore,the balanced development of education is a development strategy that meets the current needs of education in China and is the basic value orientation of education reform and development.The school district management model is one of the ways and methods to implement the balanced strategic development task of education in China at this stage.In recent years,many provinces and cities in China have introduced management models for the implementation of school districts with local characteristics.At the beginning of 2012,the Xi'an Education Bureau issued the "Xi'an Education Bureau's notice on implementation of the "The School District Management System"(Trial)".Since the implementation of the "The School District Management System" for more than five years,it has been extended from the pilot areas in the four districts to the promotion of the entire city.From the period of extending compulsory education to preschool education,the reform,construction and development of basic education have been continuously promoted,and the weak schools have been effectively improved.The quality of education has narrowed the gap in teaching within the region and has won praise from all walks of society.However,the reform of " The School District Management System”has also reached a period of deep water,and problems in various practical operations have gradually surfaced.The author takes the high school affiliated to Shaanxi Normal University as the research object,adopts questionnaire surveys,interviews,etc.,.and makes use of the opportunities for educational practice at the high school affiliated to Shaanxi Normal University to make in-depth observations,grasp the implementation status of university districts,and find problems in implementation and combine them,and combined with the my own thinking and interviews with managers,then put forward practical and feasible countermeasures.This article discusses specifically in three parts and six chapters.The first part consists of Chapter 1 and Chapter 2.It elaborates the background and the significance of the research.It combs the research status at home and abroad,and defines the research significance and research purpose.Define the concept of school district and The School District Management System and balanced education development,and use the theory of educational equity and the balanced development of education as the support of the full text.At the same time,making a brief introduction of the situation in the school district of Shaanxi Normal University Affiliated High School,and explain the research ideas and research methods.The second part consists of Chapter 3 and Chapter 4.It investigates and analyzes the current situation of the implementation of the school district of Shaanxi Normal University Affiliated High School.Introduced the preparation and distribution of the questionnaire,and the reliability and validity analysis.The questionnaire analysis for teachers includes descriptive analysis and difference analysis of the implementation attitude,descriptive analysis and correlation analysis of the implementation status;the questionnaire analysis for students includes descriptive analysis and differential analysis of perception;and organized the interviews of parents.The third part consists of Chapter 5 and Chapter 6.Based on the analysis of the current situation,there is problems in the school district of Shaanxi Normal University Affiliated High School,including excessive student source differences,mismatched school presidents' duties and powers,imperfect appraisal system,difficulty in implementing job rotations,neglected needs of member schools,unmet needs of teachers for quality resources,low student and parent involvement,and lacking of school district culture.Combined interviews with managers,the author proposes the following suggestions,reforming the admissions of junior high school,implementing a unified management system for school district heads,listening to teachers' opinions to improve the appraisal system,encouraging the flexible flow of teachers in the school district,the dominant status of formal member schools,strengthening the construction and management of quality teaching resources,establishing democratic management system,and through campus culture to lead deep integration between schools.Finally,I summarized and looked forward to the study.The author of this study tried to use the objective,detailed,and in-depth perspective to examine the implementation of the school district of Shaanxi Normal University Affiliated High School,However,there are many deficiencies.I will continue to work hard.
