This paper,guided by the theory of Improve without Growing and the Dual-factor Theory,taking Shanghai N Prison as an example,uses literature research,questionnaire survey,interview,comparative research and other methods to conduct in-depth research on the optimization of police resource allocation in Shanghai prisons.This article believes that since the implementation of the two-level management model,the Shanghai prison system has basically formed a good police operation mode.The police force of the grass-roots units has been significantly replenished,the age structure of police officers tends to be younger,the educational level has been greatly improved,and the civilized law enforcement has been conducted,which guaranteed the smooth development of police work of the prison.However,there are still some problems in the deployment and operation of the police force,which are manifested in the shortage of police resources,the insufficient allocation of professional talents,the unreasonable use of professional talents,and the inability of police officers to fully meet the job requirements.The main reasons for these problems are: unreasonable police force distribution structure,lack of professionalism in post setting,unscientific use of police force,less use of scientific and technological methods,poor job skill training,lack of effectiveness of job incentives,and low job loyalty of police officers.Based on the analysis above and the enlightenment of the theory of Improve without Growing and the Dual-factor Theory,combined with the experience of foreign counterparts and the police force deployment of the domestic public security system in solving the shortage of police force allocation,this article proposes countermeasures to optimize the allocation of police force resources within the Shanghai prison system: The first is to scientifically and reasonably allocate police force: adjustment and optimization of male and female police positions,and reasonable decomposition of prison work;the second is to use reasonable means to make up for the shortage of prison police officers: recruit auxiliary police to engage in auxiliary prison management work,and encourage some police to retire early so as to replenish new forces in a timely manner;the third is to improve the working ability of prison police officers on duty through reforming the training system: innovating training content,enriching training methods,and improving the quality of faculty;thefourth is to use scientific and technological means to liberate the prison police force:promoting the modernization of police equipment and focusing on promoting prisons intelligent construction;the fifth is to reform the incentive mechanism to stimulate the potential of prison officers: modifying the existing assessment system,improving the basic security system for police officers,and implementing effective incentives based on the basic needs of prison officers.
