With China’s rapid economic development,relatively complex social situation,increasing risks and contradictions,and the accelerating process of rule of law,public security organs are facing unprecedented challenges and arduous and heavy work tasks.Public security police stations are the most grassroots units of public security work and the most direct contact with the people,and they are also an important part of China’s grassroots social governance system.The report of the 20 th Party Congress proposes to improve the social governance system and build a higher level of peace in China.Therefore,the scientific and reasonable allocation of police resources in public security police stations is an important factor that directly affects the effectiveness of grassroots social governance,and is also related to the effectiveness of building a safe China at a higher level.At present,most of China’s public security police stations are generally faced with the problem of insufficient police strength,and under the condition that the establishment cannot be increased significantly in a short period of time,it is important to explore the problems and causes of police resource allocation in public security police stations,and further optimize their police resource allocation,so as to improve the level of police operation and enhance the effectiveness of grassroots social governance.The research object of this paper is the allocation of police resources in Y county public security police stations.With the help of the basic theories of no-growth improvement and resource allocation,we analyze the relevant theoretical studies in China and abroad in depth,and use the methods of literature research,empirical research,and comparative research based on what the authors have seen and heard in their daily public security work to list the basic situation and the current situation of police resources allocation in Y county public security police stations.We analyzed the reasons for the problems in five aspects,such as policy and system,team management,functional positioning,auxiliary police personnel,and police security,and drew on the typical experiences of police resource allocation in Japan,the United States,Korea,Hong Kong,Foshan,and other places at home and abroad.In the light of the typical experience of police force allocation in Japan,the United States,Korea,Hong Kong,Foshan and other places at home and abroad,combined with the actual situation of public security police stations in Y County,we propose and formulate scientific,feasible and effective countermeasures and measures from five aspects,such as revitalizing the available police force resources,improving the assessment and evaluation and incentive mechanism,optimizing the functions and operation mechanism of police stations,improving the management system of auxiliary police officers,and strengthening the construction of the security system of police stations,in an effort to realize the "development" of police force resources in Y County public security police stations.The purpose is to realize the "no-growth improvement" of police resources in police stations in County Y,and to open up the "last mile" for public security organs to serve the public and participate in social governance. |
