Problems And Countermeasures In Social Assistance For The Disabled In Rural Areas

In recent years,rapid development of programs can be observed which is to help the physically challenged and significant improvement of their living conditions.However,living conditions of the physically challenged in rural areas still worry the public.In building an all-round well-off society,the living condition of the physically challenged is the most vulnerable part,imposing an adverse impact on the course of all-round well-being and building of a harmonious society.Establishment of a suitable social security system in the rural area is an important solution to solve the contradictions between the growing needs for a better life and the unbalanced and inadequate development at this stage and also it is a significant part in new countryside construction in China.Social assistance system for the physically challenged in the rural area is an unavoidable issue in improving rural area social security system.The improvement and implementation of such a system is of vital importance to the perfection of the social security system in the rural area and the happiness index of rural disabled.In parallel,following critical issues are found during the course,including 1.The living condition of the physically challenged in the rural area is still comparatively backward;2.A fair treatment is not activated that less poverty alleviation is available to the physically challenged in the rural area than to those in the urban area;3.The physically challenged in the rural area still are heavily discouraged in employment.Some with severe physical challenge fail to get a suitable job due to discrimination rather than the challenge confronted.All these problems impose an adverse impact on the development and quality of social relief for the physically challenged in the rural area.Based on the above,this paper,taking Sanzhuang Town,Siyang County as an example,studies the social relief system for the physically challenged in the rural area.In the first part,concepts and basic theories on the social relief system for the physically challenged in the rural area are elaborated,including the definition of the physically challenged,the definition of social relief,the theory of social justice,welfare theory,and poverty theory.After that,questionnaires and field interview are conducted and analysis of the status and needs of the social relief policies for the physically challenged in the rural area is made with the latest data under dynamic management combined,which leads to study on typical cases about social relief for the physically challenged in Sanzhuang Town,Siyang County.Meanwhile,a summary is got on the existing problems in social relief for the physically challenged and their causes.At last,targeting at the existing problems,suggestions are put forward such as improving legal system and increasing the investment and so on.
